EPR Registration for Chemical Manufacturers
A chemical manufacturer that ships product in HDPE drums, carboys, liners or laminated sacks is a brand owner under Plastic Waste EPR, and carries registration, target and annual-return obligations on the CPCB portal.
Screening view on your project, with the category and route named. No obligation.
What this means for chemical industry
Most chemical units do not think of themselves as plastic packaging obligated entities, which is precisely why the obligation is missed. The EPR framework introduced by the Plastic Waste Management (Amendment) Rules 2022 attaches to the packaging a product is placed in the market in, not to the product itself. A dye or intermediate shipped in rigid HDPE drums falls in the rigid packaging category; inner liners and flexible sacks fall in the flexible category; laminated and multilayer sacks fall in the multilayered category. Each category carries its own recycling and end-of-life target, calculated against the quantity introduced in earlier years, and each has to be discharged through certificates purchased from registered recyclers on the CPCB portal.
How KIPL runs it
KIPL establishes the packaging inventory first, because that is where the numbers come from and where most filings go wrong. Procurement records for drums, carboys, liners, stretch film and sacks are reconciled against despatch volumes to give a defensible category-wise quantity, the entity is registered in the correct role, and the annual return is filed against evidence rather than an estimate. What goes wrong otherwise is a category-wise quantity that cannot be substantiated when the CPCB seeks documents, or a target shortfall that attracts environmental compensation: and for a chemical unit that also holds an EC and a Red-category consent, an EPR default is one more adverse entry against a name the Board already reviews closely.

Packaging, not product, creates the obligation
The Plastic Waste Management (Amendment) Rules 2022 place EPR targets on whoever introduces plastic packaging into the market, which includes a chemical maker packing in drums, liners and sacks.
- CPCB portal
Registration and annual returns are centralised
Registration, target discharge through recycler certificates and the annual return all run through the CPCB EPR portal, where the filing history is visible.
- Compensation
Shortfall carries a price
Failure to meet a category target or to file the return draws environmental compensation, which is assessed against the shortfall rather than negotiated.
What you receive
Written for chemical industry, not adapted from a template.
- 01Obligated-entity determination and role classification for the chemical unit: producer, importer or brand owner
- 02Category-wise plastic packaging inventory: rigid drums and carboys, flexible liners and film, multilayered sacks
- 03Reconciliation of packaging procurement against despatch volumes to give a defensible declared quantity
- 04EPR registration on the CPCB portal and target computation for each category
- 05Annual return filing and certificate-procurement tracking against registered recyclers
- 06Record set held in audit-ready form for CPCB verification, alongside the unit's consent and hazardous-waste records
Questions from chemical industry
What chemical industry ask before appointing us.
Answered against the regulation as it stands, not as a sales pitch. If your situation is not here, ask us directly.
Ask a question →We make chemicals, not plastics: why does EPR apply to us?
Because the obligation follows the packaging you place on the market, not the product inside it. A unit despatching intermediates in HDPE drums, carboys, liners or laminated sacks is introducing plastic packaging into the market and falls within Plastic Waste EPR as a brand owner.
Do returnable drums count?
Reuse affects the quantity to be declared but does not by itself remove the obligation, and it has to be evidenced. A genuinely closed-loop drum return system needs documented despatch and return records before the reduced quantity can be defended; an informal practice of customers occasionally returning drums will not survive verification.
How are our targets calculated?
By category and against the quantity of plastic packaging introduced in the reference years set by the Rules, with the percentage escalating over successive years. Because the base is historical, the packaging inventory has to be reconstructed accurately: an understated base is not an advantage, it is an audit finding waiting to be made.
Is hazardous-waste authorisation connected to EPR?
They are separate regimes. Hazardous waste from the process is governed by the Hazardous and Other Wastes Rules 2016 and authorised through the Board; plastic packaging EPR is governed by the Plastic Waste Management Rules and administered centrally by the CPCB. A chemical unit typically carries both, and the records for each are kept separately.
What happens if we have not registered at all?
Registration is done now and the position for the prior period is reconstructed and declared. Environmental compensation may apply to the shortfall, but an unregistered entity that comes forward with a substantiated inventory is in a materially better position than one whose omission is found during verification.
Do drums contaminated with chemical residue change anything?
Yes, on the waste side. Packaging that has held hazardous chemicals is dealt with under the Hazardous and Other Wastes Rules, decontamination and disposal through authorised channels, and cannot simply be routed to a plastic recycler as clean packaging. The EPR declaration and the hazardous-waste route have to be consistent with each other.
