Gurugram's advisory work comes from two cities that grew side by side within a generation. One is glass and steel, DLF Cyber City, Golf Course Road, Sohna Road and the newer towers along the Dwarka Expressway, filled with global capability centres, consultancies and company headquarters. The other is the automobile belt that began with Maruti's plant in the city and now runs through Udyog Vihar and IMT Manesar, crowded with component suppliers. Both answer to HSPCB. Both sit on an aquifer being drawn down faster than the rain can refill it.
Gurugram's EPR obligations sit in two places. The auto belt places batteries and tyres in the aftermarket and meets used-oil and packaging questions along its supply chain; component makers selling spares under their own brand can hold obligations of their own. The other is the corporate city: consumer, electronics and e-commerce companies whose Indian headquarters sit in Gurugram and whose goods are sold nationwide. Their registrations are run on CPCB's portals from an office tower, even when the goods never pass through Haryana. The team travels from its base in Navi Mumbai and stays named on the work, start to finish, not passed down a chain.

If your product becomes waste, the law now follows it there. EPR is where you account for that.
Local demand
What drives extended producer responsibility in Gurugram.
The auto belt brings the supply-chain ask. Vehicle makers in Gurugram and Manesar, several of them listed, file BRSR under SEBI's rules, and their questionnaires reach hundreds of component, forging, plastics and rubber suppliers in Udyog Vihar and IMT Manesar. Those suppliers also hold HSPCB consents, hazardous-waste authorisations and EPR registrations for batteries, tyres or packaging. Groundwater adds a third layer. Extraction in Haryana is regulated by the state's water resources authority, and in Gurugram a unit's borewell has become a permission to hold, not a given.
Gurugram's EPR work is shaped by the headquarters address. Consumer electronics, appliance, FMCG and e-commerce companies run their Indian operations from towers here, and the registration, targets and recycler certificates for their entire national volume are managed from those floors. Vehicle makers add battery and tyre obligations under separate rules. As the E-Waste (Management) Rules, 2022 and the Battery Waste Management Rules, 2022 raise targets year on year, a compliance team in Gurugram answers for goods sold in every state.

Straight answers
Extended Producer Responsibility in Gurugram: common questions.
01We are headquartered in Gurugram but manufacture in three states. Where do we register for EPR?
Centrally, on CPCB's portals, as one producer or brand owner: for a company selling across several states, EPR registration is national rather than state by state. One registration covers your whole national volume, whichever plant made it. What changes by state is each factory's consent. We set up the registration, map each product line to it, and track targets for the country as a whole.
02Our Manesar plant draws groundwater. What permission does it need?
Industrial extraction in Haryana needs a permission from the state's water resources authority, and Gurugram district's blocks are among the most over-drawn in the state, which tightens the terms. A meter on each borewell, recharge structures and records of use are the usual conditions. We check the permission against actual draw, since exceeding it can bring penalties and questions at the next consent renewal.
03How long does extended producer responsibility take in Gurugram, and who is involved?
HSPCB · SEIAA Haryana · GMDA and MCG · DTCP Haryana · Haryana's water resources authority · SEBI (BRSR) · CPCB (EPR) are the bodies a Gurugram project works with. On timing: registration weeks; returns annual. KIPL sets out a realistic Gurugram schedule once the site and the scope have been read, and carries the work through to the outcome, with comparable work on the record such as EIA for Synthetic Organic Chemical Industry.
