In most cases your company does, as the brand on the pack, even when a contract packer fills it. The packing agreement should spell out who reports which material. The CPCB portal takes the registration and yearly quantities by category, with targets discharged through registered processors. Purchase and sales records supply the figures.

02Does Indore's municipal waste system change what a large housing society must do?

In practice, yes. IMC expects waste segregated at source into several streams, and bulk waste generators (large societies, hotels, campuses) are expected under the national solid-waste rules to process wet waste on site or arrange for it to be processed.
