Extended Producer Responsibility in Kalyan-Dombivli, on the ground where the work actually is, the Dombivli MIDC chemical estate and the townships growing around Kalyan, carried by one accredited team, from the first baseline to the signed-off report.
Why Kalyan-Dombivli
The local ground extended producer responsibility sits on.

Kalyan-Dombivli's advisory work divides along the railway. East of Dombivli station, the two phases of the MIDC hold dye, pigment and chemical-intermediate units, many of them family firms on plots that housing has since surrounded. Around Kalyan, and out along the Kalyan-Shil road, large residential layouts are rising on land that was farmed not long ago. The chemical units answer to MPCB's Kalyan office on effluent, hazardous waste and consent; the townships answer to their clearance conditions. Each keeps a list of dates that somebody on site has to own.
EPR in Kalyan-Dombivli is mostly a chemical-estate question. Dombivli MIDC units ship dyes, pigments and intermediates in drums, liners and woven sacks, and some import raw materials already packed in plastic. Whether each of these creates an obligation depends on the unit's role: brand owner, importer or producer. Consumer brands and traders in Kalyan add plastic and e-waste exposures of their own. We map what each business actually puts on the market, register on the right CPCB portal, and file returns against real recycling certificates. The work is carried from our base in the region by named people, start to finish, not passed down a chain.

If your product becomes waste, the law now follows it there. EPR is where you account for that.
Local demand
What drives extended producer responsibility in Kalyan-Dombivli.
Dombivli MIDC is where most compliance pressure in the city begins. Its chemical units send effluent to the estate's common treatment plants and on towards the Ulhas creek, and hazardous waste that must be manifested to the common disposal facility at Taloja. Reactor explosions in the estate, in 2016 and again in 2024: brought residents, the courts and the state government to its gates, and scrutiny has tightened since. A unit here now needs its consent, its waste records and its effluent data in order on any day, not only at renewal.
Most of what Dombivli makes goes to other factories rather than to shops, and owners have long assumed that EPR belongs to consumer brands. The plastic packaging rules do not draw that line, rigid and flexible packaging in business-to-business trade falls within them. Units that import solvents or intermediates in plastic drums may carry an importer's obligation as well. Larger customers have begun asking suppliers for their EPR registration details during vendor approval, which turns an overlooked rule into a condition of doing business.

Straight answers
Extended Producer Responsibility in Kalyan-Dombivli: common questions.
01We only sell to other factories. Do we still file an EPR annual return?
If you are registered as a brand owner or importer under the plastic packaging rules, yes. The return is due every year whether your customers are factories or households. It reports the packaging you placed on the market and the recycling certificates held against it. We reconcile those quantities with your purchase and dispatch records so the figures agree when CPCB reads them.
02We make dye intermediates and ship them in HDPE drums and woven sacks. Do we have an EPR obligation?
Possibly: as the brand owner of the packaging your product goes out in, or as an importer if you bring in packaging or packaged raw materials. Industrial packaging is not outside the plastic rules simply because it never reaches a shop shelf. We trace each packaging line, settle where the obligation falls, and register only where it applies.
03How long does extended producer responsibility take in Kalyan-Dombivli, and who is involved?
MPCB Kalyan · MIDC · SEIAA Maharashtra · CPCB (EPR) · SEBI (BRSR) are the bodies a Kalyan-Dombivli project works with. On timing: registration weeks; returns annual. KIPL sets out a realistic Kalyan-Dombivli schedule once the site and the scope have been read, and carries the work through to the outcome, with comparable work on the record such as EIA for Synthetic Organic Chemical Industry.
