Extended Producer Responsibility in Badlapur, on the ground where the work actually is, the Badlapur MIDC chemical estate and the housing spreading across Katrap, Kulgaon and Belavali, carried by one accredited team, from the first baseline to the signed-off report.
Why Badlapur
The local ground extended producer responsibility sits on.
- Decided with
- MPCB Kalyan · MIDC · SEIAA Maharashtra · CPCB (EPR) · SEBI (BRSR) · KBMC
- Local ground
- The Badlapur MIDC estate, the Katrap–Kulgaon–Belavali housing belt and the Ulhas riverbank
- Typically for
- Producers, importers, brand owners & recyclers
Badlapur has grown faster than most towns in the MMR, and its compliance work shows it. The MIDC estate on the town's edge runs chemical, pharmaceutical and engineering units, many of them small, whose effluent goes to a common treatment plant and whose river is the Ulhas: the same river towns downstream draw their drinking water from. Around it, affordable housing has spread across Katrap, Kulgaon and Belavali towards the hills. The estate answers to MPCB's Kalyan office, the housing to clearance conditions and buyers. Both are asked for records that hold up.
EPR in Badlapur reaches the MIDC estate's chemical and pharmaceutical units, which pack in drums, liners, bags and bottles, and the small brands and processors that have set up nearby for cheaper sheds. Many sell to other businesses and assume the rules stop at consumer goods: often they do not. We sort each product line into producer, importer, brand owner or none, register only where the plastic, battery or e-waste rules apply, and back each annual return with certificates from registered processors. The work is carried from our base in the region by named people, start to finish, not passed down a chain.

If your product becomes waste, the law now follows it there. EPR is where you account for that.
Local demand
What drives extended producer responsibility in Badlapur.
Housing brings a different set of duties. Badlapur sells on price, and its bigger layouts carry enough built-up area for an environment clearance, with conditions on water, waste, energy and green cover that last well after the flats are sold. Developers here work to thin margins, so those conditions are the first thing trimmed when a budget tightens. Beyond housing, the estate's units sit in the supply chains of listed pharmaceutical and chemical companies, and questionnaires on energy, emissions and packaging have started to arrive: along with EPR obligations some owners did not expect.
Badlapur's estate supplies other factories more than it supplies shops, and its packaging is mostly industrial, HDPE drums, woven sacks, liners and carboys. The Plastic Waste Management Rules still count these, and a unit importing raw material in plastic packaging carries its own obligation as an importer. CPCB's centralised portal matches each quantity a producer claims against certificates issued by registered processors, so returns built on estimates stand out. For a small unit the cost of registering is modest; the cost of a compensation notice is not.

Straight answers
Extended Producer Responsibility in Badlapur: common questions.
01We send our product out in drums that customers return and we refill. How does that count for EPR?
Rigid plastic packaging that is reused has its own reuse obligations under the plastic rules, alongside the recycling targets, and the drums still need to be declared. We record how many drums go out, how many come back and how often each is refilled, and set that against the category and targets that apply to you.
02We have sold most of our Badlapur project. Do the clearance conditions end at possession?
No. Conditions on the sewage treatment plant, rainwater harvesting, solid waste, solar and green cover continue, and compliance reports stay due while the project runs. Once the society takes over, the plant and the gardens become its responsibility. We set out who owns each condition at handover, so residents are not left running a plant nobody explained to them.
03How long does extended producer responsibility take in Badlapur, and who is involved?
MPCB Kalyan · MIDC · SEIAA Maharashtra · CPCB (EPR) · SEBI (BRSR) · KBMC are the bodies a Badlapur project works with. On timing: registration weeks; returns annual. KIPL sets out a realistic Badlapur schedule once the site and the scope have been read, and carries the work through to the outcome, with comparable work on the record such as EIA for Synthetic Organic Chemical Industry.
