Tree Management in Navi Mumbai, on the ground where the work actually is, the mangrove edge of Thane Creek, the Parsik and Kharghar hills, and the tree-lined streets and gardens of the CIDCO nodes, with one team on it from the site survey until the survival data says it took.
Why Navi Mumbai

Navi Mumbai was planned with its green in it. CIDCO laid out the nodes with avenue trees, gardens and open spaces, and the city sits between the mangroves of Thane Creek and the Parsik hills. That green is now under steady pressure. Old CIDCO housing is being redeveloped, industrial plots are changing use, and new nodes are rising towards the airport. Each change touches trees, gardens or wetland edges: and each needs planting that survives the heat, the salt air and a heavy monsoon.
Most tree work in Navi Mumbai starts with redevelopment. The CIDCO housing of Vashi, Nerul and Belapur is being rebuilt, and those compounds and streets hold the gulmohar, rain trees and copper pods planted when the nodes were laid out. Each felling or transplant needs a census and permission from the NMMC Tree Authority. Kharghar and the southern nodes go to the Panvel Municipal Corporation instead. Knowing which authority decides, and what it expects, is half the work. The work is carried from our base in the region by named people, start to finish, not passed down a chain.

Local demand
What drives tree management in Navi Mumbai.
Redevelopment drives much of the demand. Housing societies in Vashi, Nerul and Belapur built by CIDCO decades ago are being rebuilt, and their compounds hold mature trees. Each project needs a tree census and permission from the NMMC Tree Authority before work starts. Most then owe compensatory planting. Road widening and metro works add to the list. The same pressure falls on industry, units in the TTC area and at Taloja carry green-belt conditions in their clearances and consents, and those buffers must be planted and kept alive.
Navi Mumbai's first avenue trees were planted as the nodes were built from the 1970s, and many are now old and large. A 2021 amendment to the Trees Act gave heritage status to trees fifty years and older, with heavier compensatory planting. Infrastructure adds its own load: the Navi Mumbai Metro, road widening and links to the new airport all cross tree-lined corridors. Heavy monsoon winds bring down weak trees each year, and even an unsafe tree needs permission before it is felled.
How it works
Tree Management, from survey to survival.
- 01/05
Tree enumeration & census
Every tree on site numbered, measured and identified, the defensible count the whole application rests on.
- 02/05
Transplant feasibility
An honest assessment of which trees can be saved by transplantation rather than felled.
- 03/05
Tree Authority NOC
The cutting / transplantation application prepared and pursued through the relevant municipal Tree Authority.
- 04/05
Transplantation
Careful lifting, moving and replanting of feasible trees with root-ball protection.
- 05/05
Post-transplant survival
Monitoring and the survival compliance the authority requires after a transplant.

Straight answers
Tree Management in Navi Mumbai: common questions.
01What is a heritage tree, and could the trees in our Vashi compound be one?
Since the 2021 amendment to the Maharashtra Trees Act, a tree fifty years or older is a heritage tree. Felling one carries compensatory planting of as many trees as its age in years. Vashi was among the first nodes built, so some trees in older compounds may qualify. The census has to estimate each tree's age carefully, because that estimate can change the whole application.
02Our CIDCO society in Vashi is going for redevelopment. Do we need permission for the trees in the compound?
Yes. Trees inside a private compound are still protected under the Maharashtra (Urban Areas) Protection and Preservation of Trees Act, 1975. Felling or moving them needs permission from the NMMC Tree Authority, based on a tree census. Permission usually comes with compensatory planting or transplantation conditions. The census is best done before the building plans are final, so healthy trees can be kept where possible.
03How long does tree management take in Navi Mumbai, and who is involved?
NMMC Tree Authority and Garden Department · CIDCO · MIDC · Mangrove Cell, Maharashtra Forest Department are the bodies a Navi Mumbai project works with. On timing: census in weeks; NOC by Tree Authority calendar.
