Environmental Audits and Due Diligence for Distilleries

Lenders funding ethanol capacity want the spent wash and consent position audited before disbursement, because those two items determine whether the plant they are financing can lawfully run at the capacity in the business plan.

What this means for distilleries & ethanol

Distillery diligence has a narrower focus than most environmental audits and a sharper one. Three questions decide it. Does the consented alcohol capacity match what the plant produces and what the excise licence permits? Does the effluent train actually close, or does the plant rely on lagoon accumulation to get through the season? And is the storage sound: lined, within its permitted holding period, with groundwater monitoring that shows no trend? A plant can hold every permission it needs and still fail all three, because permissions are granted on design and these questions are about operation. For a lender funding new ethanol capacity, the answers determine whether the borrower can produce at the volumes the repayment schedule assumes.

How KIPL runs it

KIPL audits against operating evidence rather than installed equipment. Digester and evaporator running hours against production, concentrate fired and ash despatched, condensate recovered, closing lagoon inventory across several periods, the online continuous effluent monitoring record including its downtime, the groundwater monitoring series around storage, and the Board's notice and direction history. Where a mill and a distillery share premises, we check whether shared water, boiler and effluent infrastructure has been accounted once or twice across the two files. What goes wrong when this is skipped is a facility funded to a capacity its consent does not cover, or an acquisition that inherits a lagoon whose inventory has been running above its permitted holding for years. A position that is expensive to unwind and impossible to hide once monitoring begins.

  • Lender diligence

    Disbursement is conditioned on it

Banks and institutions funding ethanol capacity require the environmental position established before drawdown, because consent capacity limits the production the loan is repaid from.

  • Consent capacity

    Capacity mismatches are common

Alcohol capacity consented, capacity licensed under excise and capacity actually produced frequently diverge, and the environmental consent is the binding one.

  • Storage integrity

    The lagoon carries the history

Lagoon inventory across several periods, lining condition and the groundwater series around storage show whether the treatment train has genuinely kept pace or has been quietly accumulating.

What you receive

Written for distilleries & ethanol, not adapted from a template.

  • 01Consent and clearance reconciliation: consented alcohol capacity against actual production and the excise position
  • 02Spent wash balance verification across recent periods: generated, digested, concentrated, fired, ash despatched, closing inventory
  • 03Zero liquid discharge performance assessment from operating records rather than installed capacity
  • 04Lagoon integrity review: lining, freeboard, holding period and the groundwater monitoring series around storage
  • 05Online continuous effluent monitoring record and downtime review, alongside the Board's notice and direction history
  • 06Findings register ranking regularisation, remediation and capital items, in the form a lender's conditions can be drawn from

What does a distillery audit look at first?

The relationship between consented capacity, licensed capacity and actual production, and then the spent wash balance across recent periods. Those two establish whether the plant can lawfully run at the volumes assumed, and whether its effluent route actually closes at those volumes.

Why does closing lagoon inventory matter to a lender?

Because it is the clearest indicator of whether the treatment train keeps pace with production. Inventory rising period on period means the plant is accumulating rather than treating, and at some point that has to be resolved either by capital spending or by curtailing production: both of which affect the business plan the loan rests on.

Can a plant hold all its permissions and still fail diligence?

Routinely. Permissions are granted on design; diligence examines operation. A plant with the full zero liquid discharge train installed but a digester underperforming and an evaporator frequently down will hold valid consents and still be unable to run its capacity within its conditions.

How is a shared sugar mill and distillery site assessed?

By checking whether the shared infrastructure (water source, boiler, effluent handling, land and green belt) is accounted consistently across both files, rather than counted twice or omitted from one. Where the two units were handled by different consultants, inconsistency between them is common.

Does the audit involve sampling?

It can. Where lagoon integrity or historical seepage is in question, groundwater sampling around storage is the direct evidence, read against the EIA baseline and the plant's own monitoring series. Where the records already show a clear position, the audit stays on records and inspection.

What form do the findings take for a lender?

A ranked register: items that must be regularised before drawdown, items with a defined correction period, and capital items priced into the facility. It is written so the lender's environmental conditions can be drafted from it directly.
