Panvel is a town that became a municipal corporation in 2016 and a growth front soon after. The old market town by the Gadhi river now shares its civic body with CIDCO nodes (Kharghar, Kamothe, Kalamboli, New Panvel) and with villages that are turning into building sites. The new airport and the approach roads to it have moved the frontier south and west. Most of the compliance work here is young, and so are the teams carrying it: site engineers, society committees and warehouse managers meeting environmental obligations for the first time.

Land around Panvel is changing use faster than its records. Paddy fields, brick kilns and quarry pits in the villages near the airport are being filled and sold for housing and warehousing, often with earth and debris of unknown origin. What drives environmental audits in Panvel.

Construction is the first driver, and much of it is in its first cycle. Towers in Kamothe and New Panvel and larger layouts on the airport side cross the thresholds that bring environment clearance and MPCB consent.
