Advisory work in Gujarat ranges over belts that barely resemble one another. In the south, the Golden Corridor climbs the highway north from Sarigam and Vapi past Ankleshwar, Jhagadia and Dahej, where makers of dyes, pesticides, intermediates and drugs stand fence to fence. The centre carries refining and engineering; Saurashtra carries foundries, ceramics, brass and the refinery town of Jamnagar; Kutch has become a coast of ports, power plants and new renewable parks. Over all of them sits one board (GPCB, headquartered in Gandhinagar) and scores of listed groups whose reporting reaches back into every belt.

Audit work in Gujarat comes in two forms that are often confused. The statutory one is the annual third-party audit filed with GPCB for units in the scheme's categories. The commercial one is due diligence (for an acquirer, a lender or a fund) and it asks harder questions of the ground. In the older estates, decades of production before common treatment existed can sit beneath a plot; at Alang, the shore carries the long history of ship breaking. We treat the two separately, even when one plant needs both in the same year. The work is carried from our base in the region by named people, start to finish, not passed down a chain.

Before the money moves, someone has to price the liability. That's what the audit is for.

Local demand

What drives environmental audits in Gujarat.

Reporting pressure spreads from the other direction. Many of India's large listed groups in refining, chemicals, pharmaceuticals, textiles, ports and power run their plants in Gujarat, and their BRSR disclosures reach down to hundreds of suppliers in Saurashtra and along the corridor. Exporters of castings, ceramics and chemicals meet carbon and chemical questions from European buyers. And the state's long-running third-party audit scheme means a polluting unit here is used to being examined: though rarely yet in the form a lender or a customer expects.

Consolidation brings most commercial audits. Larger chemical and pharmaceutical groups buy smaller units on the corridor for their licences and capacity; funds back warehouse and logistics parks near the ports and along the highway; lenders finance expansions in estates with long histories. Each wants the site's past written down before any money moves. Groups running plants in more than one belt also commission internal audits, so their own people find the gaps before a customer or GPCB does.

Straight answers

Environmental Audits in Gujarat: common questions.

01Is our annual GPCB audit enough for a buyer's due diligence?

Rarely on its own. The annual audit checks performance against the consent in the year audited; a buyer is asking what the site has carried over decades: buried waste, soil and groundwater, dues owed to the common plant, pending directions. The audit report is a useful starting document. We build the diligence on top of it and sample the spots its history marks out.

02What is Gujarat's environmental audit scheme, and does it reach our unit?

For many years Gujarat has required units in categories it treats as highly polluting to be audited annually by an auditor empanelled with GPCB, a practice that grew out of court directions in the 1990s. Whether your unit is covered depends on its category and scale. The report goes to the board, so it must agree with what an inspector finds on the day. We confirm coverage first, then prepare the plant for the audit rather than the audit for the plant.

03How long does environmental audits take in Gujarat, and who is involved?

GPCB (Gandhinagar head office and regional offices) · GIDC · SEIAA Gujarat · Gujarat Maritime Board · SEBI (BRSR) · CPCB (EPR) are the bodies a Gujarat project works with. On timing: weeks, deal-timeline driven. KIPL sets out a realistic Gujarat schedule once the site and the scope have been read, and carries the work through to the outcome, with comparable work on the record such as SHENDRA AND BIDKIN INDUSTRIAL AREA, AURANGABAD.
