Any project with EC or consent EMP conditions

Gurugram's advisory work comes from two cities that grew side by side within a generation. One is glass and steel, DLF Cyber City, Golf Course Road, Sohna Road and the newer towers along the Dwarka Expressway, filled with global capability centres, consultancies and company headquarters. The other is the automobile belt that began with Maruti's plant in the city and now runs through Udyog Vihar and IMT Manesar, crowded with component suppliers. Both answer to HSPCB. Both sit on an aquifer being drawn down faster than the rain can refill it.

An EMP for a Gurugram project has to plan for water that arrives all at once. Much of the city was built over the natural drainage lines that once carried Aravalli runoff toward the Najafgarh basin, and the July 2016 downpour that stranded traffic around Hero Honda Chowk for most of a day showed what that costs. Construction sites must hold their silt, keep drains clear and add nothing to the flooding downstream. Dust, basement dewatering and debris disposal complete the plan: each assigned to someone on site who reports on it. The team travels from its base in Navi Mumbai and stays named on the work, start to finish, not passed down a chain.

Local demand

What drives environment management & mitigation plan in Gurugram.

Tenants drive the brief. The occupiers of Cyber City and Golf Course Road are largely multinationals and their Indian captives, and their global property and climate commitments arrive with the lease: a green rating, energy metered by floor, water data, sometimes renewable power. Landlords answer to them. Diesel generators, long a fact of office life here, now meet GRAP restrictions each winter, which pushes towers toward steadier grid supply, gas or cleaner back-up. What an office consumes, and how it is measured, has become a leasing question as much as a compliance one.

Construction in Gurugram now clusters along the Dwarka Expressway, Golf Course Extension Road and the new sectors toward Sohna, where group housing and commercial projects cross the EC threshold and carry construction-phase conditions. Dust control is enforced hard in winter, and GRAP stages can halt work for weeks. Basement dewatering draws on a stressed aquifer and needs permission. And every new sector adds hard surface above drains that already overflow. The EMP is where a developer shows how each of these is handled.

Straight answers

Environment Management & Mitigation Plan in Gurugram: common questions.

01What should a Gurugram site's EMP say about monsoon runoff?

Hold rain on site as long as possible, and keep silt away from the sector drains. That means sediment traps at every exit, covered stockpiles, recharge pits built early rather than at handover, and no debris in the sector's storm drains. Where a site lies across an old natural drainage line, the plan should say so and keep a path open for it. We map the drainage before drafting.

02Who decides what for a Gurugram project, MCG, GMDA or DTCP?

Each holds different ground. DTCP Haryana grants colony licences and approves building plans for most private projects; GMDA plans and builds the city-wide water, sewer and drainage mains and the major roads; MCG runs sanitation, local roads and many civic services. HSPCB issues consents, and SEIAA Haryana grants environment clearance above the threshold. We confirm which desk each part of a file sits on before anything is submitted.

03How long does environment management & mitigation plan take in Gurugram, and who is involved?

HSPCB · SEIAA Haryana · GMDA and MCG · DTCP Haryana · Haryana's water resources authority · SEBI (BRSR) · CPCB (EPR) are the bodies a Gurugram project works with. On timing: prepared at EIA; implemented for project life. KIPL sets out a realistic Gurugram schedule once the site and the scope have been read, and carries the work through to the outcome, with comparable work on the record such as EIA for Synthetic Organic Chemical Industry.
