Gurugram's advisory work comes from two cities that grew side by side within a generation. One is glass and steel, DLF Cyber City, Golf Course Road, Sohna Road and the newer towers along the Dwarka Expressway, filled with global capability centres, consultancies and company headquarters. The other is the automobile belt that began with Maruti's plant in the city and now runs through Udyog Vihar and IMT Manesar, crowded with component suppliers. Both answer to HSPCB. Both sit on an aquifer being drawn down faster than the rain can refill it.
A unit in IMT Manesar or Udyog Vihar keeps several calendars at once. There are HSPCB consents to establish and operate, with their renewal dates; hazardous-waste authorisation for paint shops, plating and spent oils; groundwater permission and meter records; EPR returns; and, for plants built or enlarged under a clearance, EC compliance returns twice a year. Winter adds GRAP orders on fuels and generators. Office towers keep a lighter but still real set, STP performance, generator norms, EC conditions. The register has to hold all of it without resting on one person's memory. The team travels from its base in Navi Mumbai and stays named on the work, start to finish, not passed down a chain.

Compliance rarely fails on the answer. It fails on the date. We keep the date.
Local demand
What drives statutory compliance management in Gurugram.
The auto belt brings the supply-chain ask. Vehicle makers in Gurugram and Manesar, several of them listed, file BRSR under SEBI's rules, and their questionnaires reach hundreds of component, forging, plastics and rubber suppliers in Udyog Vihar and IMT Manesar. Those suppliers also hold HSPCB consents, hazardous-waste authorisations and EPR registrations for batteries, tyres or packaging. Groundwater adds a third layer. Extraction in Haryana is regulated by the state's water resources authority, and in Gurugram a unit's borewell has become a permission to hold, not a given.
Compliance pressure in Gurugram has grown with the NCR's air and water rules. CAQM directions reach industry across the region (approved fuels, emission norms, the move away from coal) and HSPCB enforces them in Manesar and Udyog Vihar. Groundwater permissions have tightened in a district with some of Haryana's most over-drawn blocks. The NGT has heard cases on Gurugram's drains, its groundwater and the Aravalli. A unit or tower with its records in order meets an inspection as routine; one without them meets a notice.

Straight answers
Statutory Compliance Management in Gurugram: common questions.
01Our Udyog Vihar unit is being converted to offices. What happens to its HSPCB consent?
The industrial consent covered a process that is ending, so it should be closed formally with HSPCB, with a record of how waste, chemicals and treatment units were cleared from the site. The office use then carries its own requirements. We close the old file cleanly, so nothing from the factory years is left hanging over the new owner or the new tenants.
02Can an office tower in Cyber City keep running its diesel generators during GRAP?
Only within the limits of the order in force. GRAP restricts generator use across the NCR at the higher stages, with exemptions for essential services and, in some years' orders, for sets that meet newer emission norms or run on gas or dual fuel. The details have changed from one winter to the next. We read each season's orders against the building's back-up equipment, so the facilities team knows in advance what may run.
03How long does statutory compliance management take in Gurugram, and who is involved?
HSPCB · SEIAA Haryana · GMDA and MCG · DTCP Haryana · Haryana's water resources authority · SEBI (BRSR) · CPCB (EPR) are the bodies a Gurugram project works with. On timing: ongoing, managed against the calendar. KIPL sets out a realistic Gurugram schedule once the site and the scope have been read, and carries the work through to the outcome, with comparable work on the record such as SHENDRA AND BIDKIN INDUSTRIAL AREA, AURANGABAD.
