Phase I is the older half of the MIDC estate in Dombivli East, laid out when paddy fields and open ground still surrounded it. Its plots hold chemical, dye, textile processing and engineering units, most of them owner-run, with reactor sheds, drum yards and boiler chimneys set close together. The estate was planned with its own residential zone, and that housing has since filled in and grown upward, so apartment blocks now overlook working plants across a single road. Its units send their wastewater on to a shared plant for final treatment. Several older units have shut or changed hands, and their sheds have found new occupiers.
Phase I raises the question of how a chemical estate and a neighbourhood can share one piece of ground. Reactor blasts in the Dombivli estate have made residents alert to every smell, smoke plume and siren. Effluent quality at the common plant is watched by MPCB and the courts, and a single unit's poor discharge affects everyone connected to it. Hazardous waste has to be traced from shed to disposal. And plots that change occupier often carry residues nobody wrote down.

Straight answers
Dombivli MIDC Phase I: common questions.
01We have taken over an old shed in Phase I. Can we run under the previous occupier's consent?
No. Consent attaches to a particular occupier and a particular activity, so a new owner or a new process needs its own. Where the activity is unchanged, a transfer may be possible with the right papers. Where it differs, it is a fresh application. We check the old consent, the site's history and your process, and advise which applies before you start production.
02What documents should always be ready in a Phase I chemical unit?
A valid operating consent with the conditions attached, the hazardous-waste authorisation, the latest manifests, the environmental statement, effluent and stack results, and records of chemical storage. Factory and boiler papers sit alongside them. We arrange the file condition by condition, so the paper behind any of them can be found in minutes.
03Almost all our plot is built over or paved. Can we still satisfy the green-belt condition?
Start by recording what exists and where the gaps are. Some ground can usually be recovered: a paved margin, an unused corner, a strip beside the compound wall. Where the plot cannot take the full number, MPCB may accept planting nearby with MIDC's agreement. We document the shortfall and propose a remedy the board can weigh.
04The common plant has flagged our effluent as over its inlet limit. Where do we start?
With the streams, not the plant. Most exceedances trace back to one or two batch operations (a mother-liquor discharge, a reactor wash) that overwhelm primary treatment on certain days. We sample by stream and by batch, find the ones that carry the load, and deal with them at source through segregation, recovery or separate treatment.
05We only want to add one new product in the same reactors. Does that need a clearance?
It may. For a unit already holding a clearance, switching products is judged by whether the pollution load goes up; for one that never needed a clearance, the new product may itself fall in a scheduled category. We compare effluent, emissions and waste for the old and new mix and tell you whether it is an amendment, a fresh clearance or a consent matter only.
