Khalapur is the taluka east of Panvel, through which the expressway to Pune and the old highway climb towards Khopoli and the Sahyadri ghat. It lies outside the municipal corporation and is a different kind of place from the CIDCO nodes. Factories and warehouses stand along the highways and around Khopoli, some of them large process plants; between them are farmland, villages, weekend homes, resorts and a theme park. The Patalganga river runs through the taluka, and forested hills rise on its eastern and southern sides. Land here is still being converted from farm to industry and leisure.
Khalapur's questions come from putting industry and leisure into farmland below the ghats. Process plants draw water and release effluent into a landscape that relies on its river and wells. Hill slopes are cut for plots, roads and bungalows, and part of it is recorded forest. Groundwater is pulled from basalt by factories, resorts and villages at once. And new projects arrive on land where no one has yet recorded what the environment was like before.

01Our new Khalapur plant is at the design stage. At what point do we file for MPCB consent?
Before construction starts. The consent to establish must be in hand before building work begins, and the operating consent before the first batch. A late application risks penalties and a delayed start. We build the application from the process design and keep it in step as the design changes.
02Soil from our hillside site in Khalapur washed onto a farmer's field last monsoon. How do we stop it happening again?
Catch the soil on site. Silt fences below bare ground, trenches and settling pits at each outlet, and covering or planting exposed slopes before the rains handle the bulk of it. We walk the site, mark where water runs, and write the measures into the plan with a date for each.
03Our Khalapur consent wants one-third of our land kept green. How should we lay it out?
Start with where the belt protects most: the boundary nearest housing or the river, and the edges around dusty areas. Mix native trees in a belt several rows deep instead of lining up one quick-growing species. We plan the layout, species and watering, and keep a numbered record of every tree.
04MPCB wants zero liquid discharge at our Khalapur plant. What does that involve?
Treating effluent so that no water leaves the site as discharge: typically primary and biological treatment, then membranes to recover water for reuse, and an evaporator or dryer for the concentrated reject. It costs to run, so reducing effluent at source comes first. We look at the process, then size the system to what remains.
05Our resort project in Khalapur is spread over several hectares. Does it need environment clearance?
It depends on built-up area and land area, not on the resort label. A project whose built-up area passes the construction threshold needs clearance at state level, and a large enough layout may be treated as an area development. Hill-slope and forest matters are looked at too. We work the numbers and read the land records before anything else.
