New Panvel is the CIDCO node laid out beside the old market town, across the railway station from its bazaar lanes. It was planned in numbered sectors of housing-society buildings, row houses and schools, with markets at the sector centres and a grid of internal roads. For years it grew slowly and stayed low. That has changed with the airport and the new approach roads: older plots are being redeveloped into taller buildings, and open land at its edges is taken up by residential layouts. Most of its people commute, by rail or road, to jobs elsewhere in the region.
New Panvel is a quiet node being rebuilt at a larger scale, and that sets its questions. Redevelopment puts more flats on each plot, so the sewage, water and waste a building handles can double on a plot that has not grown. Trees planted along sector roads decades ago now block wider gates and new basements. And construction dust, trucks and noise arrive in sectors where families have lived undisturbed for a generation.

New Panvel: common questions.
01Our society is redeveloping a four-storey building in New Panvel. Will the new tower need environment clearance?
Only if its built-up area, counted the way the notification counts it, crosses the threshold. Parking floors, basements and amenity spaces are included, so the figure is usually larger than the saleable area. Many single-building redevelopments stay under it; combined plots often do not. We calculate it from the drawings before the developer's agreement with the society is signed.
02Dust from the redevelopment site next door covers our cars every morning. What should the site be doing?
At minimum, full-height screening on the boundary, water sprinkling on haul routes and stockpiles, covered trucks, tyres washed before trucks leave and cutting done under cover or wetted. These are standard conditions for sites of that size. Raise it in writing with the developer first. We can review the site against its own conditions and suggest fixes that work.
03A gulmohar on our plot drops branches every monsoon. Can the society remove it?
Not without permission. Felling requires a Tree Authority permission, and heavy pruning may too. Gulmohars are brittle, and often the answer is careful crown reduction and removal of dead wood rather than felling. We inspect it, photograph its condition, and prepare whichever application fits.
04Our new building has an STP but the society does not know how to run it. What should the developer hand over?
The design basis, the operation manual, the as-built drawings, the warranty papers and a period of operation by the supplier with training for your staff. Ask for recent test results too. Many handovers happen without these. We can go through the plant with the committee, note the gaps and write a daily and monthly routine that volunteers can manage.
05Our composter produces more manure than our garden can use. What can we do with it?
Offer it to residents for balcony plants, to nearby schools and gardens, or to a nursery or farmer on the town's edge. Good compost has takers when it is dry, screened and bagged. If the pile keeps growing, check whether the unit is overloaded and turning out half-finished material. We check the process and help set up an outlet.
