Miyawaki Urban Dense Forestation for Municipal Corporations
Miyawaki dense forestation lets a municipal corporation build canopy on small, awkward civic plots at ward scale, and, because the money is public: report a measured survival figure rather than a planting figure.

What this means for municipal corporations
For a corporation, a Miyawaki programme is not a horticulture exercise but a works contract executed across dozens of scattered sites: garden reservations, nalah edges, plot remnants beside pumping stations, land under high-tension lines. It is sanctioned ward by ward, budgeted under the greening or tree cess head, and reported to the standing committee in numbers. The number that gets questioned later is never how many saplings went in: it is how many are alive in year three, and whether the site is still the corporation's to plant on.
How KIPL runs it
KIPL has run this at municipal scale: the MCGM urban forest programme covered 27 locations across seven wards, roughly 74,000 square metres and about 1,10,000 native plants. We treat plot title, soil and survival monitoring as part of the deliverable rather than as afterthoughts, because the two things that wreck civic plantation programmes are a site that turns out to be encroached or reserved for another use, and a maintenance period that ends before the plot can hold itself. Geo-tagged, site-wise survival records are what let an officer answer an RTI query or an audit paragraph without commissioning a fresh survey.
Ward-level greening targets against limited land
Corporations are asked to raise canopy inside a built-up jurisdiction where no large open parcel is left. Dense plantation is the only method that produces measurable canopy on plots of a few hundred square metres.
- Trees Act 1975
Compensatory plantation has to land somewhere
Every felling permission the Tree Authority grants for civic works carries compensatory planting. Those obligations accumulate faster than the corporation finds land, and dense plantation absorbs them on small parcels.
Clean-air and finance-commission conditions
City clean-air action plans under the National Clean Air Programme, and the urban grants tied to them, list greening among the mitigation measures a corporation must show progress on. Progress means verified plantation, not sanctioned plantation.
What you receive
Written for municipal corporations, not adapted from a template.
- 01Ward-wise site suitability survey: tenure, reservation status, encroachment, services below ground
- 02Native species matrix drawn from the local floristic region, with layer-wise proportions
- 03Soil profiling and amendment specification written into the tender BOQ
- 04Geo-tagged planting records, site by site, in a form the ward office can produce on demand
- 05Multi-year maintenance with periodic survival census per site, not a programme average
- 06Standing-committee and RTI-ready reporting pack, ward-wise
Questions from municipal corporations
What municipal corporations ask before appointing us.
Answered against the regulation as it stands, not as a sales pitch. If your situation is not here, ask us directly.
Ask a question →Does a Miyawaki plantation need Environment Clearance?
No. Plantation is not a listed activity in the Schedule to the EIA Notification 2006, so no Environment Clearance arises. The approvals that matter are internal to the corporation: clear land tenure, the Development Plan reservation of the plot, and the Tree Authority's position where existing trees are to be retained or removed.
Can a Miyawaki plot be counted against compensatory plantation ordered by the Tree Authority?
Sometimes, but it must be agreed before planting, not after. Compensatory planting conditions are written into the felling permission under the Maharashtra (Urban Areas) Protection and Preservation of Trees Act 1975, and they usually specify species, girth and number. Whether dense plantation at high density satisfies those terms is a question for the Tree Authority at the time of sanction.
How is survival verified in a way that survives audit?
By counting, per site, on a fixed protocol, and keeping the record. A programme-level average hides the failed sites, which is exactly what an audit paragraph or an RTI query will find. We record survival site by site with geo-tagged evidence so the corporation can produce the position for any one plot without a fresh survey.
What plot size is worth doing?
Dense plantation works on parcels from a few hundred square metres upwards, which is why it suits municipal land that is otherwise unusable. Below that, edge effects and access for maintenance start to dominate. The constraint is usually not size but assured water for the establishment period and protection from encroachment.
Can we plant on a closed or capped dumpsite?
Not directly on an engineered cap. The post-closure requirements for landfills under the Solid Waste Management Rules 2016 assume a low-permeability cover, and deep-rooted dense plantation is inconsistent with keeping that cover intact, quite apart from landfill gas. A remediated or bio-mined site can often take plantation, but it needs a geotechnical and gas assessment first.
What happens when the maintenance contract ends?
That is the risk to plan for at tender stage. A dense plantation is generally self-sustaining once canopy closes and root systems establish, but the years before that are when losses occur. We recommend the maintenance period be specified to run to canopy closure, with a handover survival threshold and a documented handover to the ward horticulture staff.
