Lake, Pond & Nalah Remediation for Municipal Corporations

Restoring a municipal lake, pond or nalah is the most visible environmental work a corporation does, and the only one where the public re-inspects the result every monsoon.

What this means for municipal corporations

Urban water bodies fail for reasons upstream of the water: sewage entering through unmapped connections, solid waste dumped at the edge, silt from construction, and encroachment on the margin. A corporation that treats the water without closing those inflows buys a result that lasts until the first heavy rain, and then has to explain the reversal in the same wards where the work was inaugurated. The remediation brief therefore has to be written to include the catchment, not just the water body. And to state honestly which inflows the contract can close and which it cannot.

How KIPL runs it

KIPL approaches these as catchment jobs with a treatment component, establishing water quality and inflow baselines first so that improvement is a measured change rather than an impression. Where the water body is notified under the Wetlands (Conservation and Management) Rules 2017, the permissible works are constrained and the State Wetlands Authority becomes a reference point; where a treatment unit discharges, MPCB consent arises. The failure mode we are most often called to correct is a dosing or aeration contract signed without inflow interception, which produces a good three months and a poor monsoon.

  • NGT

    Directions against untreated urban discharge

Tribunal proceedings on sewage and waste management have repeatedly named specific urban water bodies and required local bodies to report on inflow interception and restoration, with compensation assessed for continued discharge.

  • Wetlands Rules 2017

Notified wetlands restrict what may be done

For a wetland notified under the 2017 Rules, prohibited and regulated activities constrain filling, encroachment and waste discharge, and the works themselves must be consistent with the brief document for the site.

  • Public and ward-level visibility

Lake and nalah condition is the environmental outcome residents observe directly and raise in ward meetings, which makes documented before-and-after measurement part of the deliverable rather than optional.

What you receive

Written for municipal corporations, not adapted from a template.

  • 01Catchment and inflow survey: outfalls, unmapped sewage connections, dumping points, silt sources
  • 02Water and sediment quality baseline across seasons, with fixed sampling locations
  • 03Inflow interception and diversion proposal, separated into what this contract closes and what needs a separate scheme
  • 04In-situ treatment design specified to hold through monsoon dilution and load
  • 05Edge, bund and margin treatment consistent with the wetland or water-body status of the site
  • 06Post-works monitoring at the same fixed locations, with a public-facing reporting format

Questions from municipal corporations

What municipal corporations ask before appointing us.

Answered against the regulation as it stands, not as a sales pitch. If your situation is not here, ask us directly.

Why do in-situ treatment contracts often fail after the monsoon?

Because the treatment was sized for the dry-weather condition and the inflows were never closed. Monsoon brings dilution, scour, silt and fresh discharge, and any improvement built purely on dosing or aeration is reversed. Treatment holds only where the sewage and solid-waste inflows have been intercepted first.

Do we need permission to work on a lake inside the corporation's limits?

It depends on the status of the water body. If it is notified under the Wetlands (Conservation and Management) Rules 2017, the Rules govern what may be done and the State Wetlands Authority is the reference. If a treatment unit is installed that discharges, MPCB consent arises. Ownership, revenue records and any court or Tribunal directions specific to the water body also have to be checked before works are tendered.

How should improvement be measured so it can be published?

By sampling at fixed locations, across seasons, before and after, on the same parameters (dissolved oxygen, biochemical oxygen demand, nutrients, coliform) and by recording inflow status at each outfall. A single post-works sample on a good day proves nothing and will not survive a challenge. Fixed locations matter more than a large number of samples.

Is desilting on its own worth doing?

Only as part of a sequence. Desilting increases storage and removes accumulated nutrient load, but if the sediment source and sewage inflow remain, the water body refills with silt and the exercise becomes recurring expenditure. It should follow inflow interception, and the disposal route for the removed sediment has to be settled before work starts.

Who deals with encroachment on the margin?

The corporation, and it usually has to be resolved before physical works rather than during them. Encroachment on the bund or margin restricts access for machinery, prevents edge treatment, and is the most common reason a restoration scope is delivered partially. It should be flagged in the survey stage so the tender scope reflects the land actually available.

Can the restored water body be used for non-potable civic supply?

In some cases, for uses such as gardening or construction, but only against measured quality and with a clear position on what enters the water body. Any such use should be designed with monitoring attached, since a civic body drawing from a restored water body will be asked what the quality was on the day it drew.
