Kulgaon is the old village that gave the Kulgaon-Badlapur Municipal Council half of its name, and its core of houses, temples and narrow lanes survives. The town has since grown quickly around it, with mid-rise housing, markets and schools filling what were fields not long ago. Many families here left Mumbai and Thane in search of a bigger flat they could afford, and they commute along the central railway every day. Municipal services have struggled to keep pace, so parks, sewers and waste processing lag behind the building that surrounds them.
Kulgaon is a town that grew faster than its services. New buildings have to treat sewage and process waste themselves while the municipal systems catch up, and a failing plant soon becomes a neighbour's problem. The council has to collect and sort rising volumes of household waste. There is little open space, so families look for somewhere green within walking distance. And the mature trees in the old village lanes come under pressure each time a plot is redeveloped.

Generally yes. The committee wants assurance that the future residents will have water. Where the council's supply is limited, the application should also show how demand will be met and reduced through reuse and rainwater harvesting.
