Surat earns its living in three trades that sit a few kilometres apart. Diamonds are cut and polished in the workshops of Varachha, Katargam and Mahidharpura, and traded from the Surat Diamond Bourse at Khajod. Synthetic yarn is woven, dyed and printed across Pandesara, Sachin, Palsana and Kadodara, in processing houses that use a great deal of water and heat. And on the south bank of the Tapi's mouth, Hazira holds steel, petrochemicals, gas and ports. Each answers to GPCB's Surat office in its own way: and each now meets buyers who ask for proof.

An EMP in Surat must plan for water arriving from more than one direction. The city lies low on the Tapi's alluvium, crossed by tidal creeks (the Mithi Khadi, the Kankra Khadi, the Bhedwad Khadi) that back up when heavy rain meets a high tide. Building sites around Vesu, Pal and Dumas Road sit close to these channels and to mangrove fringes. A workable plan holds spoil and slurry back from the creeks, keeps topsoil above flood level and names who acts when the rain arrives. The work is carried from our base in the region by named people, start to finish, not passed down a chain.

A management plan the site can't execute is just paper. We write the one they can.

Local demand

What drives environment management & mitigation plan in Surat.

Hazira and the new commercial city add the rest. The steel, petrochemical, gas and port operators along the Hazira shore hold clearances with conditions on air, water, coastal works and green cover, and they report against those conditions twice a year for as long as the plant runs. Closer to the centre, the Diamond Bourse at Khajod and the office and housing towers around Vesu, Althan and Pal bring rating and building-performance questions of their own. A diamond firm whose buyers sit in Antwerp or New York meets questions about sourcing and energy that its grandfather's firm never heard.

EMP work in Surat follows the city's growth towards the sea and along the river. Big residential and office schemes in Vesu, Dumas Road, Pal and around Khajod hold clearances that bind them on dust, debris and runoff, and they must show progress against those terms each half-year. The 2006 floods, when water released from the Ukai dam and heavy rain put much of the city under water, still shape how people here judge a site's drainage. A plan that ignores the monsoon and the tide does not last a season.

Straight answers

Environment Management & Mitigation Plan in Surat: common questions.

01Our project site in Surat is near a khadi. What should the EMP address first?

Drainage and silt. Excavated soil, debris and cement slurry have to stay out of the khadi, any mangrove or bank vegetation needs a fence around it, and every drain on site should be cleared out before June. Stockpiles belong above expected flood level. Each of these tasks is given to a named site engineer, with a short checklist to walk after every heavy downpour.

02Which yearly environmental filings fall due for a unit in Hazira or Pandesara?

Form V, the Environmental Statement, reaches GPCB by 30 September; hazardous waste figures for the year go in by 30 June; the consent carries its own renewal date; EPR returns for plastic, batteries or electronics go through CPCB's online systems; and a unit holding an environment clearance reports on its conditions each half-year. We gather these dates, with the papers behind each, into a single register for the plant.

03How long does environment management & mitigation plan take in Surat, and who is involved?

GPCB Surat regional office · SEIAA Gujarat · Gujarat Coastal Zone Management Authority · GIDC · SEBI's BRSR framework · CPCB's EPR portals are the bodies a Surat project works with. On timing: prepared at EIA; implemented for project life. KIPL sets out a realistic Surat schedule once the site and the scope have been read, and carries the work through to the outcome, with comparable work on the record such as EIA for Synthetic Organic Chemical Industry.
