CGWA Groundwater NOC · Industrial & Manufacturing

CGWA Groundwater NOC for Manufacturing Units

A manufacturing unit that is not on MIDC or municipal water supply runs on borewells, and the groundwater NOC, applied for through the Bhu-Neer portal with a hydrogeological report behind it: is a precondition to declaring a lawful water source in the consent.

What this means for industrial & manufacturing

Industrial groundwater abstraction requires a No Objection Certificate under the prevailing extraction guidelines, applied for on the Central Ground Water Authority's Bhu-Neer portal, and what is granted depends on how the assessment unit is categorised (safe, semi-critical, critical or over-exploited) and on the quantum sought. The point manufacturers underestimate is that the NOC is not a standalone permission. The water source declared in the MPCB consent has to be a lawful one, and a unit whose consent says borewell while it holds no NOC has a defect in its own filings. The application itself is judged on the demand computation, the hydrogeological assessment of the site, the recharge measures proposed on the unit's own land, and the metering and periodic reporting that will follow. Note also that where a State has its own groundwater legislation, Maharashtra has the Maharashtra Groundwater (Development and Management) Act 2009: the applicable route has to be confirmed before an application is made.

How KIPL runs it

KIPL builds the case on a real water balance rather than a nominal figure: process demand, cooling makeup, boiler feed, washing, domestic use for the workforce, and green belt irrigation, set against treated effluent reuse, STP output reused for irrigation and flushing, rainwater harvested from roof and paved area, and any estate or municipal supply available. In a stressed assessment unit the reuse case is what makes the application viable, because a reduced and evidenced ask is treated very differently from a large one. Around that we assemble the hydrogeological report, the existing borewell inventory and water levels, the recharge structures proposed, and the metering and logging arrangement the NOC requires. Where units come unstuck is applying with a demand figure lifted from a design document, in a block under stress, with no reuse and no recharge proposal attached.

  • CGWA

    NOC before abstraction

Industrial groundwater abstraction requires a No Objection Certificate under the prevailing extraction guidelines, applied for on the Bhu-Neer portal, with a hydrogeological report supporting the quantum sought.

  • CTO

The consent needs a lawful source

The water source declared in the MPCB consent must be one the unit is entitled to draw. A borewell without an NOC is a defect visible in the unit's own filings.

  • The block category governs the terms

Safe, semi-critical, critical or over-exploited categorisation of the assessment unit determines whether abstraction is permitted and what recharge, reuse and reporting conditions attach.

What you receive

Written for industrial & manufacturing, not adapted from a template.

  • 01Water balance covering process, cooling, boiler, washing, domestic and irrigation demand against every non-groundwater source available
  • 02Reuse case quantified (treated effluent, STP output and rainwater harvesting) as a deduction from the fresh groundwater requirement
  • 03Hydrogeological report with existing borewell inventory, water level data and the assessment unit's current categorisation
  • 04Recharge and rainwater harvesting proposal sited on the unit's own roof, paved area and open land
  • 05Bhu-Neer application with supporting documents, and confirmation of whether the central or State groundwater route applies
  • 06Metering, abstraction logging and periodic reporting arrangement, aligned with the water figures declared in the consent and Form-V

Questions from industrial & manufacturing

What industrial & manufacturing ask before appointing us.

Answered against the regulation as it stands, not as a sales pitch. If your situation is not here, ask us directly.

Ask a question →
We are inside an MIDC estate with piped supply. Do we still need an NOC?

Not for the estate supply itself. The NOC question arises only where the unit abstracts groundwater from its own borewells, whether as the main source or as a standby that is actually used. Units with piped supply and an unregistered standby borewell are a common finding, because the borewell exists on site while the consent declares only the estate supply.

How does the NOC affect our MPCB consent?

The consent declares a water source and a quantity, and that declaration has to be lawful and consistent. If the consent says borewell and the unit holds no NOC, or if the consented quantity exceeds what the NOC permits, the unit has a contradiction across its own filings that an inspector or an auditor will find. The sensible order is to settle the water balance once and use the same figures in both.

Can we get an NOC in an over-exploited block?

It depends on the category, the quantum and what the unit has done to reduce it. In stressed units the Authority scrutinises the demand computation and expects reuse, recharge and metering built into the proposal rather than offered as a promise. An application that has already displaced part of its demand with treated effluent and harvested rainwater is a materially stronger case than one that has not.

What does rainwater harvesting actually contribute?

On a manufacturing plot with large roof and paved areas it can be significant, both as a source and as recharge, and it is one of the measures the Authority looks for. It will not usually replace process demand on its own, but it reduces the fresh ask and demonstrates that the unit has done what is available to it, which is part of what the application is assessed on.

What obligations follow the NOC?

Typically metering of abstraction, periodic water level observation, implementation of the committed recharge measures and reporting to the Authority through the validity period, with renewal at the end of it. These records are the same ones your consent returns and Form-V draw on, so they are best run on one schedule rather than maintained separately.

Do we apply to CGWA or to the State authority?

That has to be confirmed for the location before filing. Maharashtra has its own legislation in the Maharashtra Groundwater (Development and Management) Act 2009, and the applicable route depends on the current position for the district and the category of the assessment unit. Filing with the wrong authority costs the time it takes to be told so.
