CGWA Groundwater NOC for Hotels, Hospitals and Campuses

Round-the-clock water demand for laundry, kitchens, cooling and clinical use usually means a hotel, hospital or campus keeps a borewell, and any groundwater abstraction requires a No Objection Certificate from the Central Ground Water Authority supported by a defensible water balance.

What this means for hospitality, healthcare & education

Groundwater abstraction for commercial and institutional use is regulated by the Central Ground Water Authority under the Environment (Protection) Act 1986, with applications made through the Authority's online system, now the Bhu-Neer portal. The quantum sought is assessed against the category of the assessment unit (safe, semi-critical, critical or over-exploited) with abstraction restricted or conditioned in stressed units and a water conservation fee applying. For this sector the application has a distinctive shape: demand is continuous through the year and cannot be curtailed, because a hospital cannot suspend laundry or sterilisation and a hotel cannot stop serving; the load is dominated by laundry, kitchens, cooling and, in hospitals, clinical and dialysis use; and reliability rather than economy is usually the reason the borewell exists at all.

How KIPL runs it

KIPL prepares the water balance from the operation (keys and beds by occupancy, covers, laundry kilograms, cooling make-up, landscape) and then sets out how much of it is met from the municipal or utility supply, how much from reuse of treated sewage, and what residual is sought from groundwater. That figure has to reconcile with what was declared in the Environment Clearance and with the effluent side in the MPCB consent, because these three files are compared. Recharge design is based on the campus's actual roof and paved area, and the metering and reporting obligations are handed to the estates team as a standing duty, since the abstraction record is what the renewal is assessed on. The frequent problem in this sector is a legacy borewell that predates the current management, used routinely, unmetered and unpermitted, discovered during a due diligence or an inspection.

  • CGWA

    Abstraction requires permission

Any groundwater component in the campus supply needs an NOC granted against the condition of the assessment unit, with conditions, metering and a conservation fee.

  • Continuous demand

Laundry, kitchens and clinical use cannot be curtailed

Unlike an office, this campus cannot reduce consumption in a dry season, so the abstraction case must hold in the worst month and not merely on average.

  • Legacy borewells carry the exposure

Older hotels and hospitals frequently operate wells sunk long before current management, unmetered and unpermitted, which surfaces at due diligence, expansion or inspection.

Does a hotel or hospital need a CGWA NOC for an existing borewell?

If groundwater is being abstracted, the requirement applies to existing structures as well as new ones, and the position of a long-standing unpermitted well needs to be regularised rather than left. This is most often discovered during a transaction, an expansion or an inspection, at which point it is a constraint on the transaction rather than a manageable compliance task.

How is water demand calculated for the application?

From the operation rather than from built-up area: rooms or beds at realistic occupancy, restaurant and banquet covers, laundry throughput in kilograms, kitchen, cooling make-up, clinical uses and landscape. Laundry and kitchen are the loads most commonly understated, and an application built on a flat per-capita norm will not match the campus's actual consumption record at renewal.

What if the site is in a critical or over-exploited area?

Abstraction is restricted, conditioned more tightly and attracts a higher conservation fee, and in some cases will not be permitted at the quantum sought. The workable response is to reduce the groundwater component before applying (utility supply, treated-sewage reuse for flushing, landscape and cooling, laundry water recovery, and fitting-level demand reduction) so that the residual sought is one the unit can support.

Can treated sewage reduce the groundwater we need?

Substantially, yes. Flushing, landscape irrigation and cooling tower make-up can be served by properly treated sewage, and in a campus of this type those uses are a large share of total demand. The clearance usually requires that reuse in any case, so quantifying it strengthens the NOC application while satisfying an existing obligation.

How do the CGWA, EC and consent figures relate?

They must be consistent. The Environment Clearance declares demand and source, the consent addresses the effluent side, and the NOC covers abstraction. A campus that declared municipal supply at appraisal and then draws heavily from a borewell has a discrepancy that is visible across the three files, so all of them are prepared from a single water balance.

What are the ongoing obligations after the NOC?

Metered abstraction within the sanctioned quantum, water level monitoring where required, implementation and maintenance of the recharge measures, payment of the applicable conservation fee, and periodic returns. Because renewal is assessed on that record, the metering has to be installed and read from the outset, not started when the renewal falls due.
