Wagle Estate is a grid of numbered roads in Thane West, lined with sheds, galas and multi-storey industrial buildings, with the Yeoor hills rising behind. Its units are mostly small and medium (engineering shops, packaging converters, pharmaceutical and chemical formulators) and many share one building, one yard and one drain. Over the years some plots have been rebuilt as IT parks and office blocks, so a machine shop may now stand beside a floor of desks. Dense housing and settlements have grown up along its edges and up the lower slopes, and people now live within a wall's width of working units. The estate is changing tenant by tenant rather than all at once.
The questions here are about what a crowded, ageing estate releases and who is answerable for it. Wash water from small units shares drains with sewage from the offices and homes around them, and it is often hard to say whose flow is whose. Air, noise and odour now reach bedrooms directly. Plots that change use carry an unrecorded past into their next life. And the estate's green cover, thin to begin with: has been built over as sheds expanded, leaving little buffer between work and home.

Straight answers
Wagle Estate MIDC: common questions.
01We only assemble and pack in our Wagle Estate gala. Do we need consent at all?
Possibly not a full one. Some dry assembly and packing activities fall in MPCB's white category, which needs only an intimation, while others sit in green and need consent. It turns on the exact activity, whether any step uses water or heat, and whether a boiler or DG set runs on the premises. We check each against the category list before anything is filed.
02We make multilayer pouches for consumer brands. Are we a producer under the plastic EPR rules?
Very likely you fall within the producer category, since you make and supply plastic packaging. How much of the obligation stays with you depends on what you sell, to whom, and whether each buyer is registered as a brand owner. We work through your sales records by customer and packaging category, so your registration and targets reflect the flow that is genuinely yours.
03Can potted plants or a green wall count towards our green-belt condition?
Generally not on their own. Consent and clearance conditions usually speak of trees planted on the plot, and an inspector counts what is growing in the ground. Planters and green walls can help screen a boundary where there is no soil, but we would not rely on them for the number. Where ground is genuinely short, we record the shortfall plainly and set out the options.
04Our wash water is only a few hundred litres a day. Do we really need an ETP?
If it carries process chemicals, yes, in some form. MPCB's discharge standards apply whatever the volume, and consent conditions usually require treatment before discharge. At that scale the answer may be a small batch system, or collection and disposal through an authorised agency, rather than a continuous plant. We test the water first and size the solution to it.
05We make pharmaceutical formulations in Wagle Estate. Does adding a new line need environment clearance?
Usually not. Item 5(f) covers bulk drugs and intermediates but expressly excludes drug formulations, so a new tableting or filling line generally needs only a consent amendment from MPCB. Making the active ingredient itself is different and does fall under 5(f). We read the process chemistry, confirm which side of that line you are on, and file accordingly.
