Thane-Belapur Road runs south from the Kalwa end of Thane along the eastern side of Thane Creek, through Airoli, Rabale, Ghansoli, Mahape and Turbhe towards CBD Belapur. Only its northern end lies within Thane's municipal limits; most of the corridor is in Navi Mumbai, under the Navi Mumbai Municipal Corporation and MIDC. Along it lies MIDC's TTC industrial area, stretching back towards the Parsik hills, and IT parks and data centres now occupy many former industrial plots. Between the road and the creek are CIDCO's housing nodes and the mangrove edge of the Thane Creek Flamingo Sanctuary. It is one road serving two cities.

This corridor puts industry, dense housing and a protected wetland within a short distance of each other. Effluent and emissions from the industrial belt are watched by residents of the nodes and by the agencies responsible for the creek. Projects near the flamingo sanctuary sit within, or close to, its eco-sensitive zone. Data centres bring heavy demand for power and water. And because the corridor crosses a municipal boundary, the first question for any site is simply which authorities it answers to.

Straight answers

Thane-Belapur Road: common questions.

01MPCB has asked for a bank guarantee with our consent renewal. What is it for?

It secures compliance with particular conditions: installing or upgrading treatment, keeping a monitoring schedule, correcting a past lapse. If the condition is met on time, the guarantee is released; if not, part or all of it may be forfeited. We read which condition it backs, plan the work to meet it, and document completion for its release.

02We are closing our Mahape plant. What must happen before we hand over the plot?

Hazardous waste and chemicals leave through authorised routes with manifests, the treatment plant is emptied and cleaned, and MPCB is informed so the consent is closed properly. A site check afterwards records the ground's condition. We plan the sequence with your team and keep the documents together for the buyer and the regulator.

03Our green belt was planted years ago, but half the trees died. Will MPCB count the dead ones?

No: an inspector counts living trees. A survey that numbers each tree, notes the dead and weak, and sets out replanting with better soil and species is the practical fix. Doing it before a consent renewal shows the shortfall is being closed. We carry out the survey and the replanting and keep the record current.

04Our effluent meets the CETP inlet norms most days, but not after a reactor wash. What can we do?

Hold the wash stream separately. A dedicated tank lets you treat it on its own or bleed it slowly into the main flow, so peaks never reach the CETP. Sometimes the wash can be reduced, or solvent recovered from it. We sample the wash, review the cleaning procedure and size the holding and treatment to suit.

05Our Rabale unit wants to add a product in the same plant. Is that an expansion under the EIA rules?

It can be. A new 5(f) product that changes the raw materials, the product mix or the pollution load may need an amendment or fresh appraisal, even without new buildings. The notification also allows some product-mix changes without fresh clearance where pollution load does not rise. We compare the proposed mix with the existing clearance and advise which applies.
