Why Kerala

The local ground environment management & mitigation plan sits on.

Decided with
Kerala State Pollution Control Board · SEIAA Kerala · Kerala Coastal Zone Management Authority · Department of Mining and Geology · CPCB (EPR) · SEBI (BRSR)
Local ground
The quarry belts of the midland and foothills, the latex units of Kottayam, the cashew factories of Kollam and the coir yards of Alappuzha, Kanjikode in Palakkad, and Technopark and Vizhinjam at Thiruvananthapuram
Typically for
Any project with EC or consent EMP conditions

Kerala has little heavy industry, and its advisory ground is made of many smaller trades. Granite quarries and crushers work the midland and the foothills, feeding a building trade that never slows. Rubber is processed around Kottayam, cashew in Kollam, coir in Alappuzha, and the mineral sands of the Chavara coast yield titanium. Thiruvananthapuram holds Technopark and the new deep-water port at Vizhinjam; Palakkad's Kanjikode estate holds one of its main factory clusters; Kozhikode and Kannur trade along the Malabar coast. Hospitals, resorts and houseboats round out an economy spread thinly over sensitive ground.

An EMP in Kerala must be written for the monsoon and the slope. Construction in the midland and the hills means cutting laterite and soil that can slip when saturated, and runoff that silts streams and paddy fields below. Near the coast and backwaters, dewatering and slurry threaten open water. Since 2018 and Wayanad, cut slopes, drainage and debris disposal are watched closely. The plan sets measures to the months of rain and names the person who carries each out. The team travels from its base in Navi Mumbai and stays named on the work, start to finish, not passed down a chain.

Local demand

What drives environment management & mitigation plan in Kerala.

Sensitive ground is the first driver. Almost every sizeable project in Kerala sits near a slope, a river, a paddy field or the sea, and each brings its own rule: the eco-sensitive drafts for the Ghats, the paddy and wetland law for the lowland, the coastal plan for the shore. Quarrying is the sharpest case. After the floods and landslides, the distance between quarries and homes, the blasting, and the dust and trucks on village roads have all been fought over in the courts and the tribunal, and quarry operators now keep consent, mining plan and monitoring records closer than before.

In Kerala, EMPs are written for sites on hillsides or beside water. Bigger housing, hospital and commercial schemes must meet clearance terms on drainage, earthwork and debris and report twice a year. Road and resort building in the Ghats districts draws scrutiny after the landslides. Port and coastal works face shoreline and fishing-access conditions.

Straight answers

Environment Management & Mitigation Plan in Kerala: common questions.

01We are building on a hillside plot in Idukki. What must the EMP address?

Limits on cutting and filling, retaining work designed for saturated soil, drainage that carries water safely downhill, and sediment traps before the rains. Construction is scheduled to avoid major earthwork during the monsoon. Tree retention and any eco-sensitive or forest conditions are included. Every measure has a site owner.

02What does a granite quarry in Kerala need to keep in order?

A valid mining lease and approved mining plan, environment clearance where the lease or cluster crosses the threshold, consent from the Kerala State Pollution Control Board, and any explosives licence. Conditions on blasting, distance from homes, dust, water and haul roads must be met and shown. Rules on distance have shifted with court and tribunal orders, so the latest position is checked first.

03How long does environment management & mitigation plan take in Kerala, and who is involved?

Kerala State Pollution Control Board · SEIAA Kerala · Kerala Coastal Zone Management Authority · Department of Mining and Geology · CPCB (EPR) · SEBI (BRSR) are the bodies a Kerala project works with. On timing: prepared at EIA; implemented for project life. KIPL sets out a realistic Kerala schedule once the site and the scope have been read, and carries the work through to the outcome, with comparable work on the record such as EIA for Synthetic Organic Chemical Industry.
