Lower Parel was the heart of Girangaon, the mill district, where textile mills with tall chimneys stood among workers' chawls. As the mills closed through the 1980s and 1990s, their compounds were sold and rebuilt under the city's mill-land rules, and the area is now a cluster of office towers, malls, hotels and high-rise flats. Some mill walls, chimneys and chawls remain between them. Plots are compact and built to the edge, and the railway and flyovers cut through. The rebuilding is not finished; redevelopment of older chawls and buildings continues around the mill compounds.

In Lower Parel, very large buildings sit on tight, old land, and nearly every question here traces back to it. Towers routinely cross the environment clearance thresholds, and each tower then carries years of conditions. Mixed buildings with offices, shops, restaurants and homes produce sewage and wet waste in quantities their basements were barely planned for. Mature trees survive in old compounds and along the older streets, and new work keeps running into them. And little open ground remains to plant or to absorb rain.

Straight answers

Lower Parel: common questions.

01We are building the first of three towers on a former mill plot. Do we apply for all three now?

Usually yes. SEIAA appraises the entire layout, and carving one scheme into pieces to stay below a threshold counts as a violation. Applying for the full development, with phasing shown, avoids a later amendment that reopens the file. We set out the phasing so conditions apply as each part is built.

02Our society now runs the building. Who files the EC compliance reports?

The EC names the developer, and the duty stays with that company until the clearance is transferred on record. In practice many societies inherit the obligation without the paperwork. We check the clearance and its transfer status, advise who should file, and help the society or developer bring the reports up to date.

03Can we transplant a large old tree instead of cutting it?

Sometimes. Whether it lives depends on the species, its girth, the state of its roots and whether there is ground nearby to take it. Some species move well, others rarely recover. We judge each candidate, prepare the root ball months ahead where needed, and watch it after the move. For some trees, redesigning around them is the better answer.

04Our STP keeps failing after new restaurants opened in the podium. Why?

Most likely fats and oils. Kitchen water coats pipes and pumps, starves the biology and forms scum that clogs the plant. The fix starts upstream: properly sized grease traps at each restaurant, cleaned on a schedule, and a clause in the tenancy requiring it. We inspect the kitchen outlets, test the incoming sewage and adjust the plant.

05Does each restaurant in our mall need its own composter?

Not usually. Most complexes run one central unit for all tenants, with segregated bins collected from each kitchen. One machine costs less and is simpler to watch over. The tenancy terms should require segregation at source, since one restaurant sending plastic in the wet bin can foul the machine. We set up the system and the rules for it.
