The MIDC industrial area at Marol in Andheri East was set up for small and medium industry close to the airport, and it still holds that mix: engineering shops, pharmaceutical and cosmetic units, printers, food processors and electronics workshops, many in shared industrial buildings. The SEEPZ export zone lies beside it. Over time many plots have become offices, IT buildings and hotels, and the metro now runs through the area. Housing and settlements surround the estate on every side. It is a working industrial area that is gradually turning into an office district.

The questions here belong to an industrial estate in transition. Units that still make things hold consents, waste authorisations and effluent systems in buildings that also contain offices. Plots that change from manufacturing to commercial use carry records, and sometimes contamination, from their earlier life. Many small units handle plastic packaging or electronics and have EPR obligations they have not registered. And traffic, emissions and noise from the estate reach the homes that now press close to it.

Straight answers

Andheri (E) MIDC: common questions.

01We are shifting our unit to another building in the same MIDC. Can we keep our consent?

Generally not. A consent is tied to the premises as well as the activity, so a new location needs fresh CTE and CTO, even within the same estate. The old consent should be surrendered properly. We prepare both filings together so there is no gap in which the unit operates without cover.

02Our unit employs twelve people. Is the annual environmental statement required of us?

If you run under a consent issued under the water or air acts, yes. The statement is due each year by 30 September and covers water and materials used, pollution released and waste generated. A workshop's statement is short, yet a missing one often surfaces at renewal. We compile it from your production and waste logs.

03Our effluent is mostly floor washing. Does it need treatment?

Often it does. Floor washings in a production area carry product residue, oils and cleaning chemicals. Whether treatment is required, and how much, depends on what the tests show and what the consent sets. We sample the water under normal working conditions and recommend treatment matched to what is actually present.

04We plan to convert a former factory gala into offices. Is an environmental check sensible?

It is prudent. The gala's past use decides the risk: an engineering or chemical unit may have left contaminated flooring, drains or storage, while a packing unit usually leaves little. A records review and a site inspection are the first step, with sampling only if they show a concern. We tell you what we found and what, if anything, needs clearing.

05We make cosmetics for other brands under their labels. Who is the brand owner?

Normally the firm whose label the product carries. As a contract manufacturer, you may still have obligations for packaging you buy and fill, depending on how the contract and invoices are structured. We review your contracts and sales, confirm who holds each obligation, and register you where needed.
