Many towers in Lower Parel received clearance years ago and are now occupied, but the conditions have not ended with construction. Six-monthly compliance reports continue on Parivesh, and they must show that the STP runs, rainwater is harvested, solar and energy measures were installed, and green cover exists as promised. Once the keys pass to a society or a facility manager, these reports are easily forgotten. We trace which conditions still run, who now holds them, and file the overdue reports.
Lower Parel was the heart of Girangaon, the mill district, where textile mills with tall chimneys stood among workers' chawls. As the mills closed through the 1980s and 1990s, their compounds were sold and rebuilt under the city's mill-land rules, and the area is now a cluster of office towers, malls, hotels and high-rise flats. Some mill walls, chimneys and chawls remain between them. Plots are compact and built to the edge, and the railway and flyovers cut through. The rebuilding is not finished; redevelopment of older chawls and buildings continues around the mill compounds.

Post-EC Compliance in Lower Parel: common questions.
01Our society now runs the building. Who files the EC compliance reports?
The EC names the developer, and the duty stays with that company until the clearance is transferred on record. In practice many societies inherit the obligation without the paperwork. We check the clearance and its transfer status, advise who should file, and help the society or developer bring the reports up to date.
