Environment Clearance for New Corporate Campus Buildings

A new block on an established corporate campus needs Environment Clearance in its own right where it crosses the item 8(a) built-up area threshold, however long the estate around it has been operating.

Screening view on your project, with the category and route named. No obligation.

What this means for corporate campuses

Estate teams building an additional block, a cafeteria expansion or a new tower on land the company has held for decades routinely assume the campus is already covered. It is not. Item 8(a) of the schedule to the EIA Notification 2006 covers building and construction projects, and screening looks at the project on its facts: including, importantly, cumulative built-up area where the expansion sits within an existing development, since expansion is assessed against what is already there rather than in isolation. Larger area development crosses into item 8(b). Where the campus already holds a clearance, the question becomes whether the new work is within its scope or requires an amendment or a fresh application.

How KIPL runs it

KIPL screens the proposal before design is committed, because the answer determines whether baseline monitoring and an appraisal cycle sit in the project programme. For a corporate campus the assessment itself is usually straightforward on the science (the impacts are water demand, sewage generation, waste, traffic, construction dust and power), but the conditions that follow are where the estate team lives afterwards: green belt commitments, treated water reuse targets, rainwater harvesting, and half-yearly compliance reporting for the life of the project. Those conditions are negotiated in the application, so committing to a reuse or green cover figure that the campus cannot actually achieve creates a permanent reporting problem.

  • 8(a)

    Building and construction threshold

Item 8(a) of the EIA Notification 2006 covers building and construction projects at and above the prescribed built-up area threshold, screened on the project's own facts.

  • Expansion is assessed cumulatively

A new block within an existing campus is considered against the built-up area already developed, so an apparently small addition can cross the threshold.

  • Conditions bind the estate for years

Clearance conditions on green belt, water reuse, rainwater harvesting and waste become permanent operational obligations reported half-yearly.

What you receive

Written for corporate campuses, not adapted from a template.

  • 01Screening of the proposed block against the schedule, including cumulative built-up area on the campus
  • 02Review of any existing campus clearance to establish whether amendment or fresh application applies
  • 03Form-1 and Form-1A with the Pre-feasibility Report, filed on the Parivesh portal
  • 04Assessment covering water demand, sewage generation, waste, traffic, dust and power for the campus as a whole
  • 05Conditions negotiated against what the campus can actually deliver on reuse, green cover and harvesting
  • 06Appraisal representation and a conditions register handed to the estate team for half-yearly reporting

Our campus was cleared years ago. Does a new block need its own EC?

It has to be screened on its own facts, and where an existing clearance is in place, whether the new work falls within its scope or requires amendment or a fresh application must be established. Assuming coverage is the common and expensive error, because construction started without clearance cannot be regularised simply by applying later.

How is the threshold measured for an expansion?

Screening for building projects considers built-up area, and for an expansion within an existing development the cumulative position matters rather than the new block alone. This is why an addition that looks modest can bring the campus into the clearance regime for the first time.

What is Form-1A and do we need it?

Form-1A is the additional form for building, construction, township and area development projects under item 8 of the schedule, covering built-up area, water and power demand, parking, solid waste and similar specifics. A campus building project files it alongside Form-1.

What conditions will we have to live with?

Typically commitments on green belt area, treated water reuse, rainwater harvesting, waste management, construction-phase controls and monitoring, together with half-yearly compliance reporting. These are enforceable for the life of the project, which is why the figures committed should be ones the campus can actually deliver and evidence.

How long does clearance take for a campus building?

It depends on the category, whether public consultation applies, the completeness of the application and the appraisal committee's meeting calendar. The part the campus controls is preparing a complete application and screening early enough that the process runs alongside design rather than after it.

Can construction start while the application is pending?

No. Commencing construction of a project requiring clearance before it is granted is a violation, and the consequences are more serious than the delay avoided. Where a programme is under pressure, the sequence to fix is the screening date, not the start date.

Tell us the project, and we will tell you the category and the route.

Screening is the cheapest stage to get right and the most expensive to get wrong. We will say plainly what environment clearance your corporate campuses project needs, and what it does not.
