EC Amendment and Transfer: changing or reassigning a granted clearance.
A granted Environment Clearance is not frozen: it can be amended for genuine project changes or transferred to a new owner, through a defined process rather than a fresh application.
What it is
Projects change after clearance: a revised layout, a change in product mix or capacity, a new technology, or a change of ownership. An Environment Clearance can be amended to reflect such changes, and transferred to a new proponent, under the provisions of the EIA Notification, provided the change is within what the amendment route allows rather than a wholly new project.
KIPL assesses whether a proposed change qualifies for amendment or needs fresh clearance, prepares the amendment or transfer application with its justification, and pursues it through the authority on Parivesh. Handled correctly, it saves a proponent from re-running an entire clearance for a change the rules already allow to be amended.

Straight answers
EC Expansion, Amendment & Transfer: common questions.
01Can an Environment Clearance be amended?
Yes. A granted EC can be amended for certain changes in a project (such as layout, capacity or technology) under the provisions of the EIA Notification, provided the change falls within what the amendment route permits. Larger changes that amount to a new project need fresh clearance; assessing which applies is the first step.
02Can an EC be transferred to a new owner?
Yes. Where a project or unit changes hands, the Environment Clearance can be transferred to the new proponent through a defined application, so the clearance follows the project rather than lapsing. The obligations and conditions transfer with it.
03When does a change need fresh clearance instead of an amendment?
When it goes beyond what the amendment provisions allow, for example a substantial expansion or a fundamentally different project. We assess the change against the rules first, so a proponent neither over-files a fresh EC for an amendable change, nor under-files an amendment for what really needs new clearance.

Who we do this for
Environment Clearance reads differently by industry.
- 01
Real Estate & ConstructionCore
Built-up area above the item 8(a) threshold means no foundation until SEIAA grants EC, so the clearance sits on the RERA critical path.
Environment Clearance for Real Estate & Construction - 02
Townships & Area DevelopmentCore
Above 150,000 sq.m or 50 ha the project is appraised under item 8(b) as a settlement, on cumulative water, waste, traffic and air load.
Environment Clearance for Townships & Area Development - 03
Data Centres & IT ParksCore
Hyperscale halls and IT park blocks cross the item 8(a) built-up threshold, with backup-fuel storage and cooling water driving the appraisal.
Environment Clearance for Data Centres & IT Parks - 04
Hospitality, Healthcare & EducationCore
Hotels, hospitals and institutional campuses above the item 8(a) built-up threshold are appraised on water demand and waste streams, not floor count.
Environment Clearance for Hospitality, Healthcare & Education - 05
Chemical IndustryCore
Item 5(f) synthetic organic chemicals draw the highest appraisal scrutiny in Schedule I, and Category A cases are judged by the MoEF&CC's EAC.
Environment Clearance for Chemical Industry - 06
Distilleries & EthanolCore
Item 5(g) appraisal turns almost entirely on spent wash: no credible disposal route, no clearance, regardless of how the rest of the file reads.
Environment Clearance for Distilleries & Ethanol - 07
Sugar IndustryCore
Crushing capacity increases reopen the item 5(j) clearance, and cogeneration or distillation alongside it changes the category and the scale.
Environment Clearance for Sugar Industry - 08
Mining & MineralsCore
Item 1(a) covers major and minor minerals alike, with cluster assessment for sand ghats and intense baseline and public-hearing scrutiny.
