CGWA Groundwater NOC for Corporate Campuses
Groundwater abstraction for a corporate campus requires a no objection certificate from the Central Ground Water Authority, and any water-positive claim made on the back of it needs recharge evidence rather than an intention.

What this means for corporate campuses
Campuses draw groundwater more often than their reporting suggests. A borewell installed years ago for landscape irrigation or as a backup to municipal supply is frequently unmetered, undocumented and outside the estate team's compliance register, and it surfaces during an audit or an ESG data exercise as an unquantified withdrawal. Abstraction of groundwater for industrial, infrastructure and bulk uses requires an NOC from the Central Ground Water Authority, applied for through its online system, and the terms depend on the assessed category of the block the campus sits in: over-exploited and critical areas carry tighter conditions and, in some categories, restrictions on new abstraction.
How KIPL runs it
KIPL establishes the campus's actual abstraction position first (what wells exist, what they draw, whether they are metered, and what the block's assessment category is) and then handles the NOC on that basis. The second half of the work is the claim: many corporate groups have committed to water positivity or water neutrality, and those claims rest on recharge structures whose actual recharge has to be estimated by a stated method, not assumed from the structure's dimensions. A rooftop or trench recharge system that is silted and non-functional recharges nothing, which is why the physical condition of recharge assets belongs in the reporting rather than only in the capital record.

NOC for groundwater abstraction
Abstraction of groundwater for industrial, infrastructure and bulk use requires a no objection certificate from the Central Ground Water Authority, applied for through its online system.
Block assessment category governs the terms
Conditions on abstraction depend on whether the assessment unit is safe, semi-critical, critical or over-exploited, which the campus does not control.
Water-positive claims are disclosed claims
Group water stewardship and water-positive statements are reported publicly, so recharge has to be evidenced by method and by the working condition of the structures.
What you receive
Written for corporate campuses, not adapted from a template.
- 01Abstraction inventory: wells, depths, pumps, actual draw and metering status across the campus
- 02Assessment category and applicable conditions established for the block the campus sits in
- 03CGWA NOC application with water balance, source substitution and conservation measures set out
- 04Recharge structure assessment: what exists, its condition, and estimated recharge by a stated method
- 05Metering scheme covering abstraction, municipal supply, treated water reuse and recharge
- 06Water balance and evidence pack supporting the group's water disclosure and any water-positive claim

Ask a question →Does an office campus really need a CGWA NOC?
If it abstracts groundwater for use beyond exempted domestic purposes, an NOC is required. Campuses commonly assume that a borewell used for irrigation or as a standby is outside the requirement, and it is generally not. The correct starting point is an inventory of what the campus actually draws.
What if our campus is in an over-exploited block?
Conditions are tighter, and the emphasis of the application shifts to demonstrating reduction, substitution with treated water and recharge. In some categories new or expanded abstraction faces restrictions. This is why the block's assessment category should be established before any expansion is planned around a groundwater source.
Is metering required?
Abstraction is expected to be measured, and in practice metering is what makes both the NOC condition and the group's water disclosure defensible. An unmetered borewell alongside a metered municipal connection is the most common reason campus water figures cannot be reconciled.
How is a water-positive claim substantiated?
By comparing measured abstraction against estimated recharge calculated by a stated method, with the recharge structures verified as functional. The two failures are estimating recharge from structure dimensions rather than from an accepted method, and reporting recharge from structures that have silted up and no longer function.
Does treated sewage reuse count toward reducing abstraction?
It reduces fresh water demand directly, which is normally the most effective single measure a campus can take, and it strengthens an NOC application because it demonstrates substitution. The reduction has to be metered to be reportable, which is another reason the reuse network needs its own meters.
How long does the NOC take?
It depends on the assessment category, the completeness of the application and the authority's processing. Applications lose most time on incomplete water balance information and on unresolved questions about existing unauthorised abstraction, both of which are within the campus's control to prepare properly.
