CRZ Clearance for Coastal Data Centre and IT Park Campuses
Data centre and IT park parcels along the Navi Mumbai and Thane coastal belt sit landward of the High Tide Line within the Coastal Regulation Zone, so categorisation under the CRZ Notification 2019 and clearance through the state coastal zone management authority precede the Environment Clearance.

What this means for data centres & it parks
The CRZ Notification 2019, issued under the Environment (Protection) Act 1986, regulates the land between the High Tide Line and 500 m landward on the seafront, and the notified distance along tidal-influenced water bodies including creeks. Cable landing stations, substations and campus parcels along the Thane Creek and Navi Mumbai belt fall within that band far more often than proponents expect, because the creek is a tidal water body and the CRZ line follows it inland. The parcel must be plotted on the approved Coastal Zone Management Plan, the HTL demarcated by an authorised agency, and the category established (CRZ-IA covering mangroves and their buffer, CRZ-II the developed municipal land, CRZ-III the relatively undisturbed rural stretches) because the category, not the project, decides what construction is permissible.
How KIPL runs it
KIPL handles the demarcation and categorisation first, then builds the proposal for the state coastal zone management authority whose recommendation carries the file forward. For this sector the sensitive points are consistent: mangrove patches and the buffer around them, which attract separate judicial protection in Maharashtra; the routing of cooling-tower blowdown and treated sewage, which cannot be pushed towards the creek; stormwater and reclamation, which are read strictly; and utility corridors for power and fibre that cross the CRZ even when the main campus does not. The costly mistake is designing the campus and only then commissioning the HTL survey, at which point a chiller yard or a fuel farm turns out to sit in a category that will not accept it.

The creek carries the CRZ line inland
Thane Creek and its tributaries are tidal-influenced water bodies, so parcels well away from the open sea still fall within the regulated zone.
- CRZ-IA
Mangroves and their buffer
Mangrove stands and the prescribed buffer around them are the most restricted category and, in Maharashtra, carry additional judicial protection that constrains layout and any tree removal.
Utilities cross the zone even when the campus does not
Power lines, fibre routes and outfalls serving a hyperscale campus may themselves require CRZ treatment, and are frequently omitted from the first proposal.

Questions from data centres & it parks
What data centres & it parks ask before appointing us.
Answered against the regulation as it stands, not as a sales pitch. If your situation is not here, ask us directly.
Ask a question →Our site is not on the sea: why is CRZ applying?
Because the CRZ Notification 2019 also regulates land along tidal-influenced water bodies. Thane Creek and its feeder channels are tidal, so the regulated band follows them inland and covers parcels several kilometres from the open coast. The only reliable answer is to plot the parcel on the approved Coastal Zone Management Plan and demarcate the HTL.
Which comes first, CRZ clearance or Environment Clearance?
The coastal categorisation and the recommendation of the coastal zone management authority normally precede or run alongside the EC, because the CRZ category decides what can be built where, and the EC file describes a layout that must already comply. Filing the EC on a layout that CRZ later disallows means redoing the impact assessment.
Can a data hall be built in CRZ-II?
CRZ-II covers already developed land within municipal limits, and construction there is regulated rather than prohibited, generally on the landward side of the existing authorised structures or the road, subject to the applicable development control regulations. Whether a specific data hall, fuel farm or chiller yard is permissible depends on the demarcated line and the local plan, which is why the survey precedes the design freeze.
What happens if there are mangroves on or beside the parcel?
Mangroves and their prescribed buffer fall in the most restricted CRZ category, and in Maharashtra they carry additional protection through standing court orders. The practical effect is that the buffer is treated as unbuildable and any interference, including for a cable or drainage crossing, needs specific permission that is not routinely granted. Layouts are adjusted around it rather than through it.
Does CRZ affect where cooling-tower blowdown and treated sewage can go?
Yes, materially. Discharge towards a creek or into the CRZ is read strictly, so the campus normally has to demonstrate a closed position (reuse of treated sewage for cooling make-up and landscape, blowdown managed on site or to an authorised sewer) and that commitment then appears in both the CRZ conditions and the consent to operate.
Who issues the CRZ clearance?
The proposal is examined by the district and state coastal zone management authority, which makes the recommendation; the clearance itself is issued by the state authority for CRZ-II and CRZ-III projects and by the MoEF&CC for the categories reserved to it under the Notification. The route depends on the category and the nature of the activity, and is established at the demarcation stage.
