CRZ mapping and demarcation: fixing the zone boundaries across a project site on cadastral scale.
CRZ mapping plots the coastal regulation zone categories and setback lines across a project site on a cadastral-scale base, so that what may be built, and where, is settled on a map rather than argued later.
What it is
The Coastal Regulation Zone Notification 2019 divides the regulated coastal stretch into CRZ-I, comprising ecologically sensitive areas and the intertidal zone, CRZ-II covering developed areas within existing municipal limits, CRZ-III covering relatively undisturbed rural areas with its own No Development Zone widths, and CRZ-IV covering the water area itself. State Coastal Zone Management Plans are prepared at 1:25,000 scale, which is too coarse to resolve a plot boundary, so project-level demarcation is carried out on a cadastral base at 1:4000 scale where individual survey numbers are legible.
KIPL prepares the demarcation map by overlaying the approved Coastal Zone Management Plan, the demarcated High Tide Line and Low Tide Line, the cadastral survey numbers and the project layout onto a single georeferenced base, showing every CRZ category crossing the site, the applicable setbacks and any ecologically sensitive feature. The consequence is immediate and practical: a structure that falls inside a No Development Zone or a CRZ-I patch is not permissible there at any level of justification, and finding that at layout stage is very different from finding it at MCZMA scrutiny.

Straight answers
CRZ Mapping & Demarcation: common questions.
01What are the CRZ categories?
CRZ-I covers ecologically sensitive areas and the area between the Low Tide Line and the High Tide Line; CRZ-II covers developed land areas within existing municipal limits that are substantially built up; CRZ-III covers relatively undisturbed, largely rural areas, sub-divided into IIIA and IIIB with different No Development Zone widths; and CRZ-IV is the water area from the Low Tide Line seaward and in tidal influenced water bodies.
02Why is 1:4000 scale used for demarcation?
Because Coastal Zone Management Plans are prepared at 1:25,000, at which a plot boundary is a fraction of a millimetre and cannot be resolved. Cadastral-scale mapping at 1:4000 shows individual survey numbers against the CRZ lines, which is what a decision on a specific plot requires.
03How far inland does CRZ extend?
On the landward side of the seafront the CRZ extends to 500 metres from the High Tide Line. Along tidal influenced water bodies the CRZ Notification 2019 applies a narrower width, and the No Development Zone within CRZ-III differs between the IIIA and IIIB sub-categories. The applicable widths must be read from the notification against the specific setting.
04Who prepares the Coastal Zone Management Plan?
State and Union Territory Coastal Zone Management Authorities prepare CZMPs, which are approved by the MoEF&CC. They are the reference document for CRZ boundaries in that State, and a project demarcation is prepared against the approved plan in force, not against a superseded or draft version.
05What is the No Development Zone?
It is the belt measured landward from the High Tide Line within which new construction is generally prohibited, subject to the exceptions the notification itself provides. Its width depends on the CRZ category and sub-category and on whether the stretch is densely populated as defined in the notification. A structure proposed within it is not a matter of persuasion; it is not permissible.
06Does CRZ mapping replace an Environment Clearance?
No. CRZ clearance is a separate requirement under the CRZ Notification 2019, and a project may need both CRZ clearance and Environment Clearance under the EIA Notification 2006. Where both apply they are often processed together on Parivesh, but the CRZ demarcation is specific to the coastal regulation and does not substitute for EC documentation.
07When should CRZ mapping be done?
Before the layout is designed. Mapping after a layout is fixed routinely produces structures sitting in No Development Zones or CRZ-I patches, at which point the project is redesigning rather than applying. Where site acquisition is still open, the demarcation is also the honest test of how much of a parcel is actually developable.

Who we do this for
CRZ Clearance reads differently by industry.
- 01
Data Centres & IT ParksCore
Navi Mumbai and coastal Thane campuses sit landward of the HTL, so CRZ Notification 2019 categorisation and MCZMA clearance precede the EC.
CRZ Clearance for Data Centres & IT Parks - 02
Logistics & PortsCore
Jetties, shipyards and waterfront logistics sit inside the CRZ Notification 2019, where the 1:4000 HTL/LTL demarcation decides the category.
CRZ Clearance for Logistics & Ports - 03
River & Water Missions
CRZ Notification 2019 extends up tidal-influenced river stretches, so estuarine works need MCZMA clearance as well as programme approval.
