The CRZ Notification 2019 regulates areas along tidal-influenced water bodies, with the extent of tidal influence determined for the water body concerned rather than by a fixed distance from the sea. This is why demarcation against the approved Coastal Zone Management Plan is the first step for any estuarine mission package, not an assumption.
Does an outfall on an estuarine reach need CRZ clearance?
If it falls within the regulated zone, it is examined under the Notification. Discharge into a tidal water body also engages consent conditions under the Water Act 1974. Both have to be established for the specific location; neither answers for the other.
What is the approval route?
The application is examined by the state coastal zone management authority, which makes its recommendation, and clearance is then granted by the competent authority depending on the category of the project. The programme's own sanction sits outside this and does not substitute for it.
What happens where mangroves are present?
Mangrove areas within the coastal regulation zone are treated as ecologically sensitive, with restrictions on activity and buffer requirements. Their extent has to be mapped rather than estimated, because the buffer directly constrains where structures can be placed.
Can a treatment plant be built within the regulated zone?
It depends on the category of the zone at that location and the permitted activity list applying to it. Some facilities are permissible with clearance and conditions; others are not permissible in the more restricted categories. Establishing this early is what prevents a redesign after sanction.
How long does CRZ clearance take?
It follows the authority's meeting cycle and the completeness of the demarcation and supporting studies. Applications commonly lose time on the survey and mapping rather than on the appraisal itself, which is the part a programme can control by starting the demarcation early.
