MCZMA submission: how a coastal project is recommended before it can be cleared.
A coastal project in Maharashtra is examined first by the Maharashtra Coastal Zone Management Authority, whose recommendation is what carries the file to the authority competent to grant the CRZ clearance.
What it is
Under the CRZ Notification 2019, projects located in the coastal regulation zone require CRZ clearance, and the State Coastal Zone Management Authority is the body that examines the proposal against the approved Coastal Zone Management Plan and the permissibility provisions of the notification. In Maharashtra that is the MCZMA. Its recommendation goes to the authority competent to decide the case: the MoEF&CC for projects in CRZ-I and CRZ-IV and for Category A projects, and the State level authority for the CRZ-II and CRZ-III cases that fall to it. Applications are made and tracked on the Parivesh portal.
KIPL assembles the submission around the questions the authority will actually put: precisely where the project sits in the CRZ categories, whether every proposed structure is permissible in the zone it occupies, what the HTL demarcation shows, what happens to any ecologically sensitive feature on or adjacent to the site, and how coastal hazard has been addressed. We then present the case and respond to the authority's observations through to recommendation. Files fail on the same points repeatedly: a component sitting in a No Development Zone, a demarcation from an unauthorised source, or a layout that does not match the map filed with it.

Straight answers
MCZMA Submission: common questions.
01What is the MCZMA?
The Maharashtra Coastal Zone Management Authority is the State authority constituted for the coastal regulation zone in Maharashtra. It examines projects proposed within the CRZ against the approved Coastal Zone Management Plan and the CRZ Notification 2019, and makes the recommendation on which clearance is decided.
02Does the MCZMA grant the CRZ clearance itself?
It recommends. Under the CRZ Notification 2019 the clearance is granted by the MoEF&CC for projects in CRZ-I and CRZ-IV and for those in Category A, and by the State level authority for the CRZ-II and CRZ-III cases that fall within State competence. The State authority examination and recommendation is the stage that precedes the grant in either route.
03Is CRZ clearance the same as Environment Clearance?
No. They arise under different notifications, CRZ clearance under the CRZ Notification 2019 and Environment Clearance under the EIA Notification 2006: and a project can need one, the other or both. Where both apply the applications are commonly processed together on Parivesh, but each has its own basis and its own conditions.
04What does the authority actually examine?
Whether each proposed component is permissible in the CRZ category it occupies, whether the demarcation and mapping are from authorised sources and internally consistent, the treatment of any ecologically sensitive feature such as mangroves or dunes, coastal hazard and disaster management, and effluent, solid waste and water arrangements. Permissibility is the threshold question; nothing else is reached if a component sits where it may not.
05Why are applications commonly returned?
Most often because a structure falls within a No Development Zone or a CRZ-I area, because the HTL demarcation is not from an MoEF&CC authorised agency or is outdated, because the layout submitted does not correspond to the map filed with it, or because ecologically sensitive features on the site have not been addressed. These are preventable at the preparation stage.
06Is a public hearing part of the CRZ process?
Not as a feature of the CRZ Notification itself. Where the project also requires Environment Clearance under the EIA Notification 2006 and falls in a category for which public consultation is mandatory, the hearing arises through that route. The two requirements should be assessed separately for the specific project.
07How is the file tracked?
Applications for CRZ clearance are made and tracked on the Parivesh portal, alongside Environment, Forest and Wildlife clearances. Observations raised by the authority are answered through the same file, and the recommendation and the eventual clearance order are recorded there.

MCZMA Submission is one stage of one practice. Most projects need several, and the commitments made at clearance are the ones we build and maintain.
Who we do this for
CRZ Clearance reads differently by industry.
- 01
Data Centres & IT ParksCore
Navi Mumbai and coastal Thane campuses sit landward of the HTL, so CRZ Notification 2019 categorisation and MCZMA clearance precede the EC.
CRZ Clearance for Data Centres & IT Parks - 02
Logistics & PortsCore
Jetties, shipyards and waterfront logistics sit inside the CRZ Notification 2019, where the 1:4000 HTL/LTL demarcation decides the category.
CRZ Clearance for Logistics & Ports - 03
River & Water Missions
CRZ Notification 2019 extends up tidal-influenced river stretches, so estuarine works need MCZMA clearance as well as programme approval.
