Project Management Consultancy for Industrial Corridor Environmental Works
A corridor authority procures its environmental infrastructure through competitive tender, and the technical quality of the specification and the evaluation is what determines whether the node gets a system it can operate for twenty years.

What this means for industrial corridors & midc
Common infrastructure at a node (the effluent plant, the sewage system, waste facilities, the green belt programme) is procured by a public development authority under its own tendering rules, often with a long operations component attached. These are difficult things to specify. Performance has to be defined against a design basis for tenants who do not yet exist, the operations period outlasts the officers who awarded it, and a bidder can meet a poorly written specification exactly while delivering a system the node cannot run. The evaluation record also has to be defensible, because unsuccessful bidders on infrastructure of this value do challenge.
How KIPL runs it
KIPL works on the authority's side across that cycle: the design basis and technical specification, prequalification that is objective and proportionate, technical evaluation on recorded criteria, and supervision through construction, commissioning and the operations period. The most consequential item is usually the performance regime for the operations phase (guaranteed outlet quality, availability, monitoring obligations and the consequences of failure) because that is what the authority lives with long after commissioning, and it cannot be added to the contract later.
The design basis has to be written before tenants exist
Common infrastructure is specified against projected load and industry mix. A specification built on optimistic projections produces a plant that either cannot cope or runs uneconomically below load for years.
Long operations periods outlast the award
Environmental infrastructure is frequently procured with a multi-year operations obligation. The performance regime written into the tender is what governs it, and it cannot be renegotiated favourably later.
Public procurement records are contested
A development authority's award of high-value infrastructure attracts challenge from unsuccessful bidders, so prequalification and technical evaluation must be objective and documented as reasoning.
What you receive

- 02Prequalification criteria that are objective, proportionate and documented as to basis
- 03Technical evaluation matrix with scoring rationale recorded bid by bid
- 04Operations-phase performance regime: outlet guarantees, availability, monitoring and consequences
- 05Construction and commissioning supervision, including performance testing against the specification
- 06Handover documentation and an operating record structure the authority can use for compliance reporting
Questions from industrial corridors & midc
What industrial corridors & midc ask before appointing us.
Answered against the regulation as it stands, not as a sales pitch. If your situation is not here, ask us directly.
Ask a question →What is the hardest part of specifying node environmental infrastructure?
The design basis, because it must be written for tenants who do not yet exist. Load, effluent characteristics and industry mix are projections, and a specification that treats them as certainties produces either a plant that cannot handle what arrives or one running far below load for years. Stating assumptions explicitly, with scenarios and headroom, is what allows bidders to price the right system.
How should the operations period be structured in the tender?
Around measurable performance (guaranteed outlet quality, availability, monitoring frequency, record retention and defined consequences for failure) backed by security that survives the operations period. Since the authority holds the consent and answers for the compliance record, the operator's obligations must match the consent conditions rather than a generic service standard.
How is a technical evaluation made defensible?
By fixing the criteria and weights in the tender document before issue, applying them consistently, and recording the reasoning for each score against each bid at the time. Evaluations reconstructed after award, or expressed as conclusions without reasoning, are exactly what an unsuccessful bidder's challenge targets.
What does supervision add during construction?
Verification that what is built matches what was cleared and specified. Node infrastructure is described in the clearance, and divergence during construction becomes a compliance problem the authority reports on for years. Independent supervision with staged records catches it while retention and performance security are still available.
Should the PMC be independent of the design consultant and the contractor?
Independent of the contractor, without question, since the PMC's function is to verify the contractor's performance for the authority. Combining design and supervision is more common and can work, but the authority should be aware that it removes an independent check on the design itself, and should decide that deliberately rather than by default.
What should be settled before an infrastructure package is tendered?
The design basis, the site, the utilities, the regulatory route for the facility, and the water or effluent balance the facility sits within. Tendering ahead of those converts unresolved planning questions into variations and claims on a public contract, which is both expensive and difficult to explain afterwards.
