Vendor prequalification: filtering bidders before the bid, not after the award.
Prequalification establishes which contractors are capable of doing the work before prices are opened, so an owner is choosing among bidders it would be content to have on site.
What it is
A prequalification exercise sets objective criteria (similar works completed, annual turnover, plant and equipment, technical manpower, statutory registrations, and environment, health and safety record) and tests each applicant against them. The point is to remove the awkward situation where the lowest price comes from a party the owner never wanted to appoint, and to give the eventual award a documented, defensible basis.
KIPL drafts prequalification criteria that are demanding enough to be meaningful but not so narrowly written that they exclude competent competition, which is both commercially counterproductive and, in public procurement, open to challenge. We prepare the notice and application format, verify submitted credentials against source documents rather than self-declarations, and produce a reasoned evaluation report on which the owner takes its decision.

Straight answers
Vendor Prequalification: common questions.
01What is vendor prequalification?
It is a screening stage before tendering in which contractors demonstrate that they have the experience, financial standing, equipment and manpower to execute the work. Only those who pass are invited to bid. It separates the question of capability from the question of price, which is the whole reason it exists.
02How is it different from bid evaluation?
Prequalification asks whether a party is capable of doing the work at all, and it happens before prices are sought. Bid evaluation compares the technical and commercial offers of parties already deemed capable. Conflating the two, trying to assess capability while looking at prices, is how owners end up justifying an award after the fact.
03How are PQ criteria set without being restrictive?
By tying each criterion to the actual demands of the scope: similar-works experience proportionate to the value and complexity, turnover thresholds that reflect the cash flow the contract requires, and equipment requirements that match the method. Criteria that can only be met by one known party invite challenge in public procurement and reduce competitive tension in private procurement.
04What documents should applicants be asked for?
Completion certificates for similar works with values and client references, audited accounts for the stipulated years, lists of owned and leased plant, CVs and numbers of technical staff, GST and PAN registrations, labour law registrations such as EPF and ESIC, and safety records including any accident history and prosecutions. Self-declarations are a starting point; verification against issuing sources is the actual work.
05Should prequalification be a pass-fail test or a score?
Pass-fail against clearly stated minimums is simpler to defend and is the norm for straightforward works. Scoring is appropriate where the owner intends to shortlist a limited number from a large field, or where quality of approach genuinely differentiates bidders. The method must be stated in the notice before applications are received, not decided afterwards.
06Who takes the decision?
The owner. A project management consultant prepares the criteria, verifies credentials and presents a reasoned evaluation, but the shortlist is approved by the owner under its own delegation of authority. Keeping that boundary clear protects the process, particularly where the owner is a public body.
07Does prequalification guarantee performance?
No, it materially reduces the risk of appointing a party without the capacity to perform, but performance still depends on contract conditions, supervision and payment discipline during execution. Prequalification is the first control in a chain, not a substitute for the rest of it.
