Construction supervision: the owner's engineer on site, checking what is actually built.
Construction supervision puts the owner's engineer on site to verify that materials, workmanship and progress match the contract. And to certify payment only against work that does.
What it is
Supervision runs on a quality assurance plan and inspection and test plans that fix, in advance, what will be checked, at what stage, against which code, and which of those checks are hold points that work cannot proceed past without clearance. Around that sit material approvals and testing, day-to-day inspection, non-conformance reporting, measurement and certification of running account bills, progress monitoring against the programme, and safety observation.
KIPL supervises as the owner's engineer, which means our record is the owner's record: measurement sheets, test results, photographs, site instructions and NCRs that establish what was built and when. We carry the environmental obligations into that same discipline: dust suppression, noise, construction and demolition waste handling under the C&D Waste Management Rules 2016, and consent conditions are treated as inspectable items rather than as a separate conversation.

Straight answers
Construction Supervision: common questions.
01What does an owner's engineer do that the contractor's own QA does not?
The contractor's quality system serves the contractor. The owner's engineer verifies independently, on the owner's behalf, that what is being built and billed matches the contract: witnessing tests, checking measurements, and refusing certification where work does not comply. It is the same activity from the opposite side of the contract, and it is why the two records sometimes diverge.
02What is an inspection and test plan?
A document agreed before work starts that lists each activity, the checks and tests applicable to it, the acceptance criteria and governing code, who performs and who witnesses each check, and which points are hold points where work stops until cleared. It converts supervision from opinion into a defined, auditable sequence.
03How is payment certification handled?
Through joint measurement of work actually executed, checked against the bill of quantities and the contract rates, with deductions for non-conforming or incomplete work and for retention as the contract provides. Certifying against a contractor's claimed quantities without independent measurement is the most common route to over-payment on a project.
04What happens when work does not comply?
A non-conformance report is raised, the deviation is described against the specification, and a disposition is agreed: rectify, replace, or accept with technical justification and any commercial adjustment. Closure is tracked, because an NCR left open at completion becomes a defects liability dispute.
05Is safety the supervisor's responsibility?
Site safety is the contractor's responsibility under the contract and under labour legislation; the supervisor observes, reports and escalates unsafe conditions and can stop work in accordance with the contract. Framing it clearly matters, supervision that behaves as if it owns safety confuses accountability without improving it.
06How are environmental obligations handled during construction?
As inspectable items alongside quality: dust suppression and covering, water sprinkling, noise limits and working hours, segregation and lawful disposal of construction and demolition waste under the C&D Waste Management Rules 2016, silt control in runoff, and any conditions attached to a clearance or consent. They are recorded in the same inspection reports rather than kept in a separate file nobody reads.
07Does supervision continue after completion?
Through the defects liability period, yes: snag list closure, verification of rectification, and release of retention against the contract. The end of construction is not the end of the owner's exposure, and the supervision record built during execution is what makes defect claims straightforward to establish.
