Two maps govern advisory work in Uttar Pradesh; the older one is drawn by rivers: leather at Kanpur and Unnao, carpets around Bhadohi, brassware at Moradabad, glass at Firozabad, sugar mills and distilleries across the western districts, each clustered where water and labour were close. The newer map is drawn by expressways: logistics parks, food processing units and factory plots strung along the four expressways already open, and six defence corridor nodes planned from Agra to Chitrakoot. Both maps answer to one pollution control board, but they ask very different questions of it.
Need is never the scarce thing for community spending in this state. Village ponds across the plain are silting and encroached; Bundelkhand runs short of water every summer; schools in many districts still want a clean tap, a working toilet and a tree to sit under. Along the Ganga, ghats and riverbank villages need sanitation and planting that fit the river mission's aims. A revived pond, a recharged well or a school with water is easy to measure and simple for a gram panchayat to look after. The team travels from its base in Navi Mumbai and stays named on the work, start to finish, not passed down a chain.

The Ganga comes first. Under Namami Gange, sewage treatment capacity has been built or rebuilt in town after town along the river, and industries in its basin (tanneries, sugar mills, distilleries, textile and paper units) are held to tight discharge limits, with online monitoring on many outlets. KIPL's own work in the state sits here: environmental and social impact assessment and EHS reporting for existing and proposed STPs on the river at Kanpur and Unnao: five plants in all, the largest of them 130 MLD. Plants of that scale are public assets built by contractors and financed on conditions, and each one needs its impacts and safeguards written down before and during the work.
Two duties push community spending in Uttar Pradesh. Clearance letters for fresh or enlarged plants carry promises to nearby villages. Profitable firms bound to spend on CSR by law look for causes in the districts they work in. In a state with deep rural poverty in the east and in Bundelkhand, the difficulty is not finding need but choosing projects that last (a pond restored with its catchment, a school water system with someone to maintain it) and reporting them honestly.

Water, above all. Bundelkhand's rocky ground stores little underground, so village tanks, check dams and farm ponds that hold the monsoon change what summer looks like. Safe taps and toilets for schoolchildren come next. We sit down with the panchayat first, clearance letter in hand; the structure, its keeper and the reporting (measured volumes, dated photographs) are settled before digging.
02Our unit discharges within the Ganga basin. Why is it watched more closely than a similar one elsewhere?
Because the river has its own legal regime. The Ganga authority orders under the Environment Protection Act, the mission's programmes and a long line of NGT cases put units in the basin under closer watch, especially the grossly polluting categories. Online effluent monitoring, zero-discharge expectations for some sectors and seasonal restrictions around the great bathing festivals have all been applied. Our review sets the consent beside those orders, since either can bind the unit.
