CGWA Groundwater NOC · Sugar Industry

CGWA Groundwater NOC for Sugar Mills

A sugar mill drawing groundwater in the Krishna or Godavari belt is usually applying inside an assessment unit already categorised as semi-critical or worse, so the NOC case has to be built on a defensible demand figure and on how much of it the cane itself can supply.

What this means for sugar industry

Groundwater abstraction by industry needs a No Objection Certificate, applied for through the Central Ground Water Authority's Bhu-Neer portal under the prevailing extraction guidelines, and the terms turn on how the assessment unit is categorised: safe, semi-critical, critical or over-exploited. Much of Maharashtra's sugar belt sits in units under stress, and in those units the Authority does not simply grant what is asked for. It examines the demand computation, the alternatives to fresh groundwater, the recharge proposed, and whether the abstraction is metered and reported. A sugar mill's application has a peculiarity that cuts both ways: demand is concentrated into the crushing months, so an annual average understates the peak draw the aquifer actually sees, while the same cane that creates the demand also carries the water that can offset it. Note too that where the State has its own groundwater regime (in Maharashtra, the Maharashtra Groundwater (Development and Management) Act 2009) the applicable route has to be confirmed before an application is made to the wrong authority.

How KIPL runs it

KIPL builds the case rather than filling the form. That starts with an honest campaign-basis water balance: imbibition, cooling makeup, boiler feed, washing and domestic demand at peak, against recovered condensate, treated effluent reuse and any surface or canal entitlement the mill holds. In most mills the recovery case is strong enough to reduce the fresh groundwater ask materially, and a reduced, evidenced ask is a far better application in a stressed unit than a large one with a promise attached. Around that we assemble the hydrogeological report, the existing well inventory and water levels, the recharge structures proposed on the mill's own land, and the metering and reporting arrangement the NOC will require. Where mills fail is by submitting a demand figure copied from a design document nobody has reconciled to the crushing rate, in a block where the Authority is already refusing casual applications.

  • CGWA

NOC before abstraction, and before consent

Industrial groundwater abstraction requires a No Objection Certificate under the prevailing extraction guidelines, applied for on the Bhu-Neer portal, and it underpins the water source declared in the consent and the EC.

  • The assessment unit decides the terms

Safe, semi-critical, critical or over-exploited categorisation of the unit governs whether abstraction is permitted, on what conditions and with what recharge and conservation obligations attached.

  • Peak, not average, is what the aquifer sees

A mill's draw is concentrated into the crushing months. An annual average demand figure misrepresents the abstraction and will not survive scrutiny of the water balance.

What you receive

Written for sugar industry, not adapted from a template.

  • 01Campaign-basis water balance with peak and annual demand stated separately, reconciled to the crushing rate
  • 02Condensate recovery and treated-effluent reuse quantified as a deduction from the fresh groundwater requirement
  • 03Hydrogeological report for the site with existing well inventory, water level data and the assessment unit's categorisation
  • 04Recharge and water conservation proposal sited on the mill's own land, including yard and roof catchment
  • 05Bhu-Neer application with supporting documents, and confirmation of whether the central or State groundwater route applies
  • 06Metering, abstraction logging and periodic reporting arrangement to hold the NOC through its validity and into renewal

Can a mill in a semi-critical or over-exploited block get an NOC at all?

It depends on the category, the quantum sought and what the mill has done to reduce it. In stressed units the Authority scrutinises the demand computation closely and expects reuse, recharge and metering as part of the proposal rather than as a promise. An application that has already cut the fresh water ask through condensate recovery is a materially different case from one that has not.

Does condensate recovery really change the NOC case?

It changes the number being asked for, which is the number the Authority is deciding on. Cane carries a large volume of water into the plant, and a mill that condenses and polishes it can displace a substantial part of its process and cooling demand. The recovery has to be shown in the water balance with the equipment that achieves it, not asserted, but where it is real it is the strongest element of the application.

Do we apply to CGWA or to the State?

That has to be confirmed for the location before filing. Maharashtra has its own legislation in the Maharashtra Groundwater (Development and Management) Act 2009, and the applicable route depends on the current position for the district and the category of the assessment unit. Filing with the wrong authority costs the time it takes to be told so.

How does the NOC interact with our consent and Environment Clearance?

The water source declared in the consent and the water balance in the EC have to be consistent with what the NOC permits. If the clearance assumes a groundwater quantum the NOC does not grant, the mill has an internal contradiction across its own filings that surfaces at the next inspection or amendment. The sensible order is to fix the water balance once and use it in all three.

What monitoring does an NOC bring with it?

Typically metering of abstraction, periodic water level observation, and reporting to the Authority for the validity of the NOC, along with implementation of the recharge measures committed. For a seasonal plant that means the meter readings and observation records have to continue in the off-season too, which is the same discipline the EC monitoring requires and is best run on one schedule.

We also have a distillery on site. Does that change the application?

It increases the demand and it changes the scrutiny, because a distillery is a water-intensive activity with its own effluent regime. The campus should be presented with one water balance covering both units and their reuse loops, rather than two applications that each look modest and together add up to more than the block can support.
