Naigaon is the southern gateway to Vasai-Virar, the first station after the railway crosses the Vasai creek from Bhayandar. Much of its land is low and flat, and until recently a great deal of it was salt pans, paddy and marsh along the creek, with mangroves fringing the water. Over the last two decades large residential layouts have grown up on this land, especially on the eastern side, alongside older villages and some industrial and warehouse sheds. The creek, the tides and the monsoon still shape the ground here more than anywhere else in the town.
Naigaon's questions are about building on land that was shaped by water. How close a plot sits to tidal water and mangrove decides whether coastal regulation applies. Filling low ground changes where the rain goes in the monsoon. Large layouts need sewage and waste arrangements that work where groundwater sits just below the surface. And the landscaping that makes these places liveable has to cope with salty soil and seasonal flooding.

01Our plot in Naigaon is several hundred metres from the creek. Can CRZ still apply?
It can. The CRZ line follows tidal influence, which can reach inland along creeks and channels, and mangrove patches bring their own buffer. A site survey read with the sanctioned maps shows whether any part is affected, and we do it before the layout is designed.
02Is an environment management plan only a document for the clearance file?
It should not be. A useful plan is something the site uses every day, not a chapter that sits in a folder. We draft it together with the contractor, make each measure practical and costed, put a name against it, and set up the weekly checks that show whether it is actually being followed.
03Why do trees in our Naigaon society keep dying?
On former salt pans the usual causes are salt in the soil, roots standing in water through the monsoon, and fill material that is mostly rubble. We test soil and drainage, replace or improve the planting medium where it is needed, and pick species for the site rather than the brochure.
04Monsoon water gets into our STP each year. What is the fix?
Usually a combination of raising vents and openings above flood level, sealing inlets, moving panels and blowers higher and adding a flap valve at the outlet. We inspect the plant after a monsoon to see how water gets in and recommend the changes that will keep it running.
05Our land was once a salt pan. Does that affect the environment clearance?
It affects how the application is examined. Expect questions about the fill, the drainage, the water table and whether any coastal or wetland rules apply. We document each clearly, which often avoids delays from queries later in the appraisal.
