Purna is one of the busiest godown villages in Bhiwandi, close to the Mumbai–Nashik highway. Unlike the newer planned parks further out, much of it grew plot by plot, as landowners put up sheds and rented them to traders, distributors and small manufacturers. Almost anything can pass through: consumer goods, packaging, textiles, electrical items, furniture and chemicals. Galas of different sizes stand wall to wall along narrow internal roads crowded with trucks and tempos, and the older village and its families live right beside them. Much of the storage changes hands every few years.
Purna's questions come from dense, mixed storage and fast turnover. Chemicals and flammable goods can end up next to ordinary cargo, which raises the risk of fire and of spills reaching drains and soil. Permissions often describe an earlier tenant rather than the present one. Cartons, film and damaged containers pile up with nowhere to go. And traders who import goods or put their own label on them increasingly find that plastic packaging rules apply to them.

01We repack goods in our Purna godown. Do we need consent?
Possibly. It turns on what is repacked and whether the work uses heat, water or solvents or creates waste. Some light repacking falls in a low category, while other activities need a full consent. We note each step as it happens on the floor and place it in MPCB's categories before filing.
02Are there special rules for storing chemicals in a godown?
Yes. Depending on the chemicals and the quantities stored, the rules on hazardous chemicals can require notice to the authorities, safety data sheets on site, an on-site emergency plan and regular records. The thresholds differ for each chemical. We check your inventory against the schedules and tell you plainly which duties apply.
03With almost no open land at our godown, can the planting condition be met?
By planting every strip of soil that remains, with trees suited to narrow spaces. If there simply is not enough ground, we say so in writing and discuss alternatives with the Board, such as planting on common land nearby, rather than claiming trees that are not in the ground.
04Can we burn waste cartons and film at our godown?
No. Open burning of waste is prohibited and fills the lanes with smoke that neighbours breathe. Cartons, film and pallets nearly all have a buyer when they are kept clean and separate. We help arrange regular collection, so waste leaves the gate properly and the burning stops.
05Our new godown in Purna used to store chemicals. What should we look for before signing?
Stains, residues and odour on floors and walls, any waste or drums left behind, and whether drains and the ground outside show contamination. We inspect and, where needed, sample. Recording the condition before you take possession protects you from being held responsible for what an earlier tenant did.
