The old CIDCO blocks in Vashi were built to send sewage straight to the municipal network. The towers replacing them are usually required by their clearance to clean and recycle their own, so families moving back into a rebuilt building inherit a plant nobody in the society has run before. We commission it with the developer, train whoever will operate it, connect the recycled water to cisterns and garden taps, and explain plainly to the managing committee what the plant needs each month to keep working.
Vashi was the first CIDCO node to be settled, at the Navi Mumbai end of the road bridge over Thane Creek, and it is still the city's busiest centre. Its sectors hold low-rise CIDCO housing put up in the seventies and eighties, much of it now due for rebuilding, alongside newer towers, malls, hospitals and the offices clustered around the railway station. The APMC wholesale markets, which moved here from south Mumbai in stages, trade produce, grain, spices and flowers for the whole region every night. Mangroves line the creek on its western side. Half a century on, Vashi is being rebuilt from within.

Once the building is handed over, the society does, through maintenance. The costs are power, chemicals, an operator's wages and periodic repair of pumps and blowers. They are easier to accept when known in advance. We inspect the plant and give the committee a realistic monthly figure and a routine to follow.
