Padeghar is a small village in Panvel taluka, on the rural margin of the Taloja industrial belt. It has few households, and the ground about it was mostly farmed or left open, with the hills of the area in view. As the estate and the housing nodes around it have grown, land on this margin has begun to be taken up for industrial plots, warehouses and service yards. The change here is at an early stage: plots are being fenced and levelled, and new units are arriving where there was little before.
Padeghar's questions are about how new development on open land begins. Nobody has yet written down how the ground, water and trees stand before building starts. Units arriving here may rely on borewells until piped supply reaches them. Farm and village trees stand on plots bought for building. And whatever green belts and buffers are planted now will decide how this margin looks and feels once the plots are full.

Straight answers
Padeghar: common questions.
01Can our new unit near Padeghar use a borewell until MIDC water arrives?
It may, once a NOC is granted and a meter fitted. Temporary use still counts as abstraction. The application needs a hydrogeological report and a recharge plan. Planning for a yield that the rock can actually give avoids surprises. We put together both.
02Why would we audit bare land we are about to build on?
So you know what you are starting with. A baseline shows the soil and water as they were before your unit arrived, which helps if contamination is later alleged, and spots any dumping that happened before you. It costs little compared with the plot. We handle both the survey and the samples.
03When should a new unit plant its green belt?
As early as possible, ideally in the monsoon that follows construction of the boundary wall. Trees planted then are several years old by the time the plant runs at full capacity. Waiting until an inspection asks for it means starting late. We plan and plant it alongside construction.
04Our new warehouse near Padeghar stores only packaged goods. Does it need consent?
It may need little or none, depending on the goods held and whether a DG set, vehicle washing or a canteen runs there. Storage of hazardous materials changes the picture. We run through the activities with MPCB's category list in hand and file only what applies.
05Farm land we bought near Padeghar has trees on it. Is permission needed to clear them?
Usually yes. Felling trees generally needs permission, whether under the municipal Tree Authority or the rules for rural areas, depending on where the land falls. Felling without it risks fines and a stalled project. We count the trees and confirm which authority and rules govern the land.
