Ulhasnagar 4 lies towards the centre of the city, another of the camps that grew from barracks into a close grid of lanes and buildings. It is dense and mixed: homes, shops, wholesale traders and small manufacturers share buildings and streets. Garment making, stitching and finishing, trading in electronics and household goods, and small workshops run from ground floors and back rooms. Some of the city's washing and dyeing activity has operated in and around the camps. As elsewhere in the city, older buildings are reaching the end of their lives, and redevelopment is beginning to change the camp.

Camp 4 asks whether a crowded, working neighbourhood can meet standards written for industrial estates. Wet processing in small units produces effluent that needs treatment before it reaches a drain. Traders who put their own name on goods carry packaging obligations they may not know about. Redevelopment brings larger buildings with their own sewage and waste needs. And much of the activity here is informal, so records are thin and hard to reconstruct.

Straight answers

Ulhasnagar 4: common questions.

01Our unit only stitches garments. A buyer says we need MPCB consent. Is that right?

Dry stitching and assembly generally sit in the lightest categories, and often an intimation is all that is required. It depends on whether any washing, dyeing, printing or boiler operation takes place on site. We check your process and advise what to file: often a simple step that satisfies the buyer.

02We sell our own-label garments online. Does EPR reach a business like ours?

If your name appears on plastic packaging, such as polybags, you may carry brand-owner duties, depending on volume. We review your sales, packaging and suppliers' registrations, then advise whether to register and in which category.

03Can several small washing units share one treatment plant?

It is possible, and sometimes the only practical route, if the units are close enough to pipe or carry effluent to one plant and agree on shared operation and costs. Consent conditions will still apply to each unit. We assess the combined flow, the arrangement between units and the approvals it would need.

04Does a clearance for redevelopment deal with construction dust and noise?

Yes. The environment management plan submitted with the application sets out how dust, noise, debris and traffic will be controlled during construction, and the clearance usually makes it a condition. We write measures that suit a tight site (covered storage, wet cutting, limited working hours) and set up monitoring.

05Our building has workshops on the ground floor. Can their wastewater go to our STP?

Not if it contains dyes or process chemicals. Sewage plants rely on biology that such wastewater can disrupt. Workshops producing process effluent need their own treatment under their consent. We plan separate lines, so the STP receives only domestic sewage.
