A hyperscale data centre is permitted once and then operates for decades under the conditions that permission carried. For Lumina, KIPL holds that whole surface: the monitoring, the returns, the reporting and the submissions that keep an Environmental Clearance in good standing long after the ribbon.
The brief
Data centres are permitted on conditions that touch almost every part of how the building is run: what it draws, what it emits, what it stores, how much of it is planted, and how ready it is for something going wrong. Those conditions do not expire when construction does.
The risk is rarely a decision to break a rule. It is a commitment made years earlier, by people who have since moved on, in a document nobody has opened since. The mandate here is to make sure that never describes Lumina.
The mandate
- Periodic monitoring
- The parameters the clearance and the consent name, measured on their stated frequency by recognised laboratories, so the record is defensible rather than indicative.
- Statutory returns
- Every return the consent requires, filed on time, with the supporting data assembled as it is produced rather than reconstructed at the deadline.
- EC compliance reporting
- Each clearance condition answered for the period with the monitoring data and records that evidence it.
- Regulatory submissions
- Submissions and correspondence with MoEF&CC and MPCB carried by the same team that holds the data behind them.
- Wider statutory tracking
- Fire & Safety, structural, tree-related, CTO, PESO and other statutory obligations tracked alongside the environmental ones, with periodic updates.
The facility
- Location
- Strategically located in Navi Mumbai for international connectivity.
- Capacity
- A total capacity of 62+MW.
- Size
- Set on 2.4 ha, with 34,500 m² of built-up area.
- Carrier neutral
- Carrier neutral, with multiple entry paths.
- Power
- 220 kV substation.
- Efficiency
- Design PUE of under 1.4.
- Reliability
- 100% availability, backed by industry-leading SLAs.
- Speed
- Quick deployment to meet demand.
What is tracked
Compliance for an asset of this kind is not one obligation but a set of them, each with a different authority, instrument and clock. They are tracked together because they fail separately.
- Environmental Clearance
- Condition-by-condition reporting to MoEF&CC, evidenced by the monitoring record for the period.
- MPCB consent
- Consent conditions, returns and renewals, with the parameters they stipulate monitored to their own cadence.
- Fire & Safety
- Statutory fire and safety obligations tracked and updated periodically alongside the environmental set.
- Structural
- Structural statutory compliances recorded and kept current.
- Tree-related
- Tree Authority obligations, from permissions through to the planting they direct.
- CTO and PESO
- Consent to Operate and petroleum and explosives safety approvals, both of which gate operation rather than construction.
