A working ship-repair yard on the Jaigad creek proposed to expand and to build a 360 m jetty. Every metre of that sits inside the Coastal Regulation Zone, where the question is not whether a design is good but whether the activity is permitted at all, and on what terms.
The brief
Chowgule proposed to expand the ship-repair facility at Sande Lavgan and to construct a 360 m jetty, on survey numbers 41 and 42 (paiki) at Jaigad in Ratnagiri district. The application also carried a change of name, from Chowgule & Company Private Limited to Chowgule Lavgan Shiprepair Private Limited.
The site is a coastal one and the works are foreshore works, so the governing instrument is the CRZ notification rather than the building code. The Detailed Project Report had already been approved by the Maharashtra Maritime Board; what remained was establishing the coastal position and carrying it to the authority.
360 m
Proposed jetty length
The mandate
- CRZ mapping and demarcation
- The plot boundary and the proposed expansion set against the coastal zone categories, so the application is argued from a mapped position rather than a described one.
- HTL and LTL demarcation
- High and low tide lines established, which is what fixes where the regulated zone actually runs across this site.
- Technical documentation
- The expansion and the jetty described in the form the authority appraises: built-up areas, FSI and non-FSI, and the works proposed below the line.
- Regulatory submission
- The file carried to the Maharashtra Coastal Zone Management Authority, alongside the name change the proposal also required.
The areas applied for
A CRZ application is argued on areas. These are the figures the proposal was made on.
- Plot area
- 157,310.00 sq m, the full extent of the site at Sande Lavgan.
- Proposed FSI area
- 21,800.37 sq m.
- Proposed non-FSI area
- 63,676.06 sq m.
- Total built-up area
- 85,476.43 sq m proposed across the expansion.
- Jetty
- 360 m, constructed as part of the same proposal.
