Coastal regulation covers much of Uttan, and the shore, creeks, mangroves and fishing village land each carry their own provisions under the CRZ Notification. Resorts, homes, jetties and public works all need their coastal status settled before they are planned. Uttan lies at the western end of the city, a coastal area of fishing villages, low hills and beaches facing the Arabian Sea, reached by the road out of Bhayandar. Its Koli and East Indian communities have lived here for generations by fishing and farming, and the villages keep their churches, wadis and small landing points for boats. There are resorts, retreat centres and weekend homes, and to the south the area runs on towards Gorai. It is also where the corporation's refuse has long been dumped, a use that has drawn repeated protest from the villages nearby.
